Look at the symbol in the upper right corner of the PY4271 gauge
Y, as is customary, should mean relay output
Through PID, the PY signal is typically an analog output of 4–20 mA provided by the control room, used to regulate PV
I don’t see a more complete PID diagram; it should be a solenoid valve – that is, this control valve PV4271 together with a solenoid valve. HIC4271 refers to the solenoid valve for manual control, and there should be signals available to activate this solenoid valve in order to trigger interlocks. Check whether there is an interlock logic; if not, it might be a low-value selector. HIC4271 indicates that values can be set manually
Is it the selection of the lowest value among HIC4271, PIC4271, and AIC?
For the low selector, whichever one has the lower output value, either the HIC4271 or the PIC4271, will be used to control the amount of venting
