As shown in the figure, the objectives are as follows: 1. When the temperature and pressure in the reactor reach the high-high (HH) alarm level, the safety instrument system activates, shutting off valve group No. 1, closing valve No. 3, and opening the cold ethylene glycol valve No. 4. 2. During normal operation, the DCS system is active and automatically controls Valve No. 2 and Valve No. 5 based on the temperature and pressure in the reactor. (A interlock between the flow meter and control valve No. 5 is provided to prevent excessive local temperatures caused by high flow rates.) The control valve is also equipped with a solenoid valve; it shouldn’t be drawn this way.
The legends in SH/T3107 and HG/T20505 are both like this, so that’s how it is. Does that mean no solenoid valve at all?

If it only serves a regulating function, there is no need to include a solenoid valve. Draw the signal lines for the control loop; it’s not necessary to connect as many lines in the interlock loop. Draw diamond diagrams at the interlocked valves to show the interlock numbers, which will make the diagram much simpler.
