The SIL classification report determines whether the participants are capable of preparing the SIL verification report for this project

The personnel involved in the grading process are listed in the project’s SIL grading report; is it possible to prepare an SIL verification report for this project? I would like to know whether domestic safety supervision regulations permit this practice, and whether GBT21109 and IEC61511 contain relevant provisions to address this question.
Those below SIL2 level are acceptable, while those above SIL3 level are not
