Can an on-site cabinet room be built adjacent to a Class D factory building that contains open-flame equipment?

Table 4.2.12 of GB 50160 specifies no fire separation requirement between important facilities throughout the plant and open-flame sources; however, Table 5.2.1 requires a 15-meter fire separation distance between control rooms, cabinet rooms, and open-flame equipment. GB50016 only mentions in 3.6.9 the requirements regarding the proximity of Class A and B factories to control rooms; it contains no relevant requirements concerning the placement of cabinet rooms in Class D factories. Moreover, in the fire hazard classification, under Category D, item 2: although combustion occurs using gases, liquids, or solids as raw materials, which constitutes open-flame production, it takes place within fixed equipment and is less likely to cause accidents. Although there are also some explosion incidents, they are generally of a physical nature. Does that mean it’s normal for Class D factories to have equipment that uses open flames, and that there’s no significant danger, so no need to worry too much? Regarding Class D factories with such equipment, is it possible to build cabinets on-site, and if so, are any protective measures required? Could any expert give some guidance on this? :handshake
