Question: In the three-element control for the drum, does the steam flow refer to saturated steam or superheated steam? Are there strict requirements?
For three-impulse control, the liquid level, feedwater flow rate, and steam flow rate serve as the three signal sources; the steam flow rate signal represents a mass flow rate, so it does not matter whether it is saturated steam or superheated steam.
The steam exiting the drum is definitely saturated steam
