What does a manual operator mean in a DCS control system? Is it something like a self-regulating valve that can be adjusted?
The handheld controller is a knockoff term. It would be more accurate to call it a signal generator. Instruments similar to multimeters. For reference.
What we commonly refer to as a manual operator is officially called an intelligent manual operator, and it is essentially a device communicator. Its working principle is to automatically accept the set signal from the system (or controller) as well as the feedback signal regarding the valve position, and to make adjustments based on the difference between these two signals in order to generate the appropriate control signal. It can replace low-power servo amplifiers for directly driving valves, and can be connected after various controllers or computer-based control systems as a backup instrument. The most common handheld controllers on the market are the Rosemount 475 handheld controller and the AMS TREX handheld controller.

It should be what is being asked here. In the era of combined instrument panels, there was a dedicated instrument for this purpose, known as an operator. It was connected in series between the regulator and the actuator (usually a control valve), receiving the output signal from the regulator to control the opening degree of the control valve. When the regulator failed, the operator switched from automatic to manual mode, allowing manual control of the control valve’s opening degree by operating its control buttons; thus, maintenance on the regulator did not affect the operation of the control valve’s opening degree.
