Is it possible to have a self-acting pressure control valve with an inlet pressure of 3 bar and an outlet pressure of 5 mbar?
It is recommended to look for such valves online and check the scope of application indicated on their labels for reference.
The pressure difference is quite large; use a pressure reducing valve to bring the pressure down to a certain level first, and then connect a self-acting pressure regulating valve in series.
Since it’s not a process engineering field, I don’t think it’s possible. The pressure on the inlet side is lower than that on the outlet side – how can the fluid get through?
When the pressure reduction factor exceeds 30 times, a two-stage pressure reduction is generally required; if you achieve a pressure reduction of 600 times, two stages of pressure reduction are necessary. First install the pressure relief valve, then the control valve

Nitrogen-sealed valves with controllers are available with a control pressure of 0.4 kPa (with most having a pressure greater than 0.5 kPa). However, in your case, an additional level of control is needed beforehand to reduce the pressure before the valve to a certain level.
Now, with a pilot-operated self-acting pressure control valve, it’s possible to achieve 0.3 Kpa, which isn’t a big problem.
