Electric heater control issues

I’ve never been able to figure out how electric heaters achieve temperature control over the medium being heated Is it to adjust the current level of the heating wire, or to adjust the number of on/off cycles of the internal electric heating element?
It is usually the latter, but there are also other controls. For reference.
What other control methods are there? I’d like to ask
