Why is one of these connected top and bottom, while the other is connected at the bottom? (They are all level gauges for the low-pressure heaters)
It seems that the one on top is a single-chamber equilibrium vessel, while the one below is a double-chamber equilibrium vessel. You need to find the drawings; usually, such vessels come with internal structure diagrams.
The internal structure is different, but the principle remains the same
