The Yokogawa CS3000 uses SIO-21 to configure single-control dual-feedback switch valves. When these valves are switched, a PERR alarm is generated. According to available information, this occurs because both the open and closed feedback signals are at the ON state simultaneously. In our system, both the open and closed feedback signals are connected to normally open contacts; therefore, during the switching process, before the valve has reached its final position, both the open and closed feedback signals are definitely in the OFF state. Should one of the feedback signals be connected to a normally open contact and the other to a normally closed contact?

The instructions for SIO-21 are on pages D3-172 to D3-191 of the CS 3000 Reference Function Block Details; pay special attention to page D3-180 regarding the settings for the Answerback Check Suppression Timer.
PERR should be an alarm that indicates both on and off feedback; if neither of these is present, it is not this alarm
The detection time can be adjusted, so that no alarm will be triggered
