【2025 Industry Updates】Sinopec Engineering & Construction Company (SEI) wins bid for the core ethylene plant in Luoyang with a capacity of one million tons

Recently, Sinopec Engineering Construction Co., Ltd. (SEI) won the bid for Package 1 of the EPC contract for the 1 million tons per year ethylene plant and the 600,000 tons per year pyrolysis gasoline hydrogenation plant in the Luoyang million-ton ethylene project.
Previously, in October last year, Sinopec Guangzhou Engineering Co., Ltd. won the EPC contract for this project’s refining supporting facilities (the construction of a new 2.2 million tons per year solvent regeneration unit to be integrated into the hydrocracking unit, a 400,000 tons per year ethane recovery unit, as well as the renovation of associated utility systems and auxiliary production facilities).

Construction contents: Based on the raw materials supplied by the Luoyang Petrochemical Refinery, this project will build 13 petrochemical production units, with a 1-million-ton-per-year ethylene plant as the core, including a 150,000-ton-per-year butadiene extraction unit, a 600,000-ton-per-year pyrolysis gasoline hydrogenation unit, a 400,000-ton-per-year aromatic extraction unit, a 30,000-ton-per-year styrene extraction unit, a 300,000-ton-per-year metallocene linear low-density polyethylene unit, a 350,000-ton-per-year high-density polyethylene unit, a 250,000-ton-per-year low-density polyethylene/ethylene-vinyl acetate copolymer (LDPE/EVA) unit, an 100,000-ton-per-year EVA unit, a 200,000-ton-per-year ethylene oxide unit, a 400,000-ton-per-year No. 3 polypropylene unit, and a 200,000-ton-per-year No. 4 polypropylene unit.
Major project progress: In May 2021, the feasibility study report was completed and submitted to Sinopec’s headquarters for review；
In March 2023, Sinopec’s headquarters officially approved the overall design for Luoyang Petrochemical’s million-ton ethylene project；
On May 27, 2023, the kick-off meeting for Sinopec’s Luoyang million-ton ethylene project and the advanced green petrochemical materials industrial base was held in Luoyang, Henan；
On December 22, 2023, Sinopec Corporation and Henan Shenma Guoxing Industrial Investment Co., Ltd. signed an intent agreement for investment cooperation. The two parties will jointly fund the establishment of a joint venture to build the Luoyang Petrochemical million-ton ethylene project, aiming to create a first-class domestic industry base for green petrochemical advanced materials；
On September 12, 2024, Sinopec Group approved the preliminary design for Luoyang Petrochemical’s million-ton ethylene project, marking the entry of this project into the phase of full-scale construction；
In October 2024, the winning bidder for the EPC contract for the refinery supporting projects was announced: Sinopec Guangzhou Engineering Co., Ltd；
In May 2025, Sinopec Engineering Construction Co., Ltd. (SEI) won the bid for Package 1 of the EPC contract for the 1 million tons per year ethylene plant and the 600,000 tons per year pyrolysis gasoline hydrogenation plant in the Luoyang million-ton ethylene project；
