7. Is it necessary to have employees from the company involved when conducting a HAZOP analysis?
Petrochemical production is characterized by high temperatures, high pressures, flammability, explosiveness, toxicity, and other hazards; its production processes are complex, with strong interconnections between various stages in the supply chain. A minor operational error, equipment failure, or fluctuation in process parameters can all trigger a chain reaction akin to dominoes, leading to catastrophic consequences. Numerous past accident cases warn us that relying on traditional experience-based management and post-incident remediation is far from sufficient. HAZOP analysis can be applied throughout the entire life cycle of a project, from the early stages of construction to the operation phase of the facility, to prevent accidents at their source, optimize operational procedures, and enhance the inherent safety level of the enterprise, thereby laying a solid foundation for its stable production and sustainable development.
(1) New, modified, and expanded projects: HAZOP analysis should be conducted during the preliminary design phase. After the project is completed and put into operation, a comprehensive HAZOP analysis should be carried out once after 1 year. (2) Existing facilities: For production and storage facilities that fall under the category of “two key areas and one major hazard,” HAZOP methods should be used to identify safety risks, with such analyses being conducted every 3 years； For the identification and analysis of safety risks associated with other production and storage facilities, it can be carried out every 5 years, depending on the level of complexity of those facilities.
