Standard for artificial gas

I recently came across a project whose basic premise is to build a facility for producing industrial gas from coal in a centralized industrial park. The problem is that the carbon monoxide produced as a result of coal gasification exceeds the limits specified in GB13612 for the carbon monoxide content in artificial gas. However, this project is intended to supply gas only to industrial users; the gas transmission network does not pass through any towns, but remains within the park itself. So, is it still necessary to comply with the carbon monoxide content requirements set out in GB13612?
Generally, in the case of combustion, carbon monoxide should have little impact; however, sulfur poses a problem. For both industrial and domestic gas, it is necessary to strictly adhere to national standards. If proper control is not exercised and the emissions after combustion do not meet the required standards, it is easy to cause environmental incidents under the current strict environmental regulations
