Are there any policy requirements for gas-started furnaces (gasifiers)?

Hello everyone, our company plans to install a gas-starting furnace. We need to use gas generated by burning semi-coke in combination with steam to start our pyrolysis furnace; the required gas temperature is around 800–1200 degrees Celsius, with a calorific value of approximately 1500. The design institute said that there will be restrictions on the use of coal-fired hot air furnaces in our area due to policy reasons, but they couldn’t specify exactly what those policies are. If anyone knows, please advise us. The environmental regulations themselves aren’t an issue; we have the necessary measures in place. I’m not sure if the restrictions relate to combustion efficiency or some other aspect of this system.
The policy barriers stem from being lagging behind in areas such as environmental protection, safety, and energy efficiency. I don’t know the specific process used by the original poster, so it’s difficult for me to offer personal opinions.
Apart from environmental protection and safety, there probably aren’t many other restrictions on policies.
