On December 4-5, 2018, a review meeting for the \"Evaluation and Monitoring Plan for the Environmental Remediation Efforts of Pioneer Chemicals\" (hereinafter referred to as the \"Plan\"), organized by Yunnan Coal Chemical Group, with the assistance of the Provincial Department of Ecology and Environment, and carried out by Jiehua Clean Energy and Pioneer Chemicals, was held in Kunming. At the meeting, Pioneer Chemicals provided an overview of the project’s basic situation, the environmental issues that arose during the trial production phase, and the efforts taken to address odor problems over time. Special emphasis was placed on the details and expected outcomes of the 10 projects carried out to identify odor sources and carry out thorough environmental remediation efforts since the production was halted in December 2016. Nanjing Guohuan Technology Co., Ltd., the entity responsible for preparing the plan, presented the main contents of the plan, as well as the projected contribution of pollutants to the atmospheric environment and the environmental impacts after the project is implemented. It also responded to the questions raised by the expert panel. Based on the on-site inspections and after thorough discussion and evaluation, the expert group concluded that the corrective measures adopted by Pioneer Chemical are theoretically feasible, but require practical testing for verification ； According to the predictive model, there is a significant difference in the effectiveness of the environmental protection devices before and after adjustments; once production resumes, the impact on sensitive areas in the surrounding environment is minimal ； The monitoring plan for verifying the effectiveness of the rectification is generally feasible; the monitoring locations and the selected monitoring parameters are sufficiently representative and meet the requirements of relevant standards. Once the rectification is completed, production can resume, and the effectiveness of the rectification can be monitored and evaluated in accordance with the plan.
