According to news from December 24, the demonstration project for the green and low-carbon upgrade of the 1.5 million tons per year lignite processing facility operated by Beihai Coal and Electricity Co., Ltd. in Shenmu City, Shaanxi Province, has completed the public consultation phase related to environmental impact assessment, and has now entered the preliminary design stage! In accordance with the project timeline, this demonstration project is expected to come online in the third quarter of 2027; once operational, it will further drive the transformation of the Shenmu charcoal industry toward a green and low-carbon direction. It is understood that this project was initiated by Shenmu Beihai Coal and Electricity Co., Ltd., and it is a new construction project. The site is located in the industrial park of Jinjie Town, Shenmu City. The total investment amount is 3,868 million yuan, of which 8.57% is allocated to environmental protection measures, amounting to 3,313 million yuan, which highlights the project’s focus on green development. The core of the project is to integrate the 1.5 million tons per year lignite carbon production capacity of the three companies – Shenmu Fengtaiyuan, Yuyang Tongda, and Yanchang Yuan – with construction being carried out in two phases. According to the specific construction plan, the first phase will involve the construction of 10 lignite coke ovens with a capacity of 150,000 tons per year, along with coal washing facilities capable of handling 2.25 million tons per year. In terms of comprehensive resource utilization, the first phase of the project will enable efficient recovery and reuse of the exhaust gases generated during production. It will be able to produce 70,000 tons per year of LNG and 160,000 tons per year of synthetic ammonia, thereby achieving a target of reducing carbon emissions by 250,000 tons per year through resource recycling. The second phase of the project plans to build a green ammonia plant with an annual production capacity of 15,000 tons and a microbial protein plant with an annual capacity of 150,000 tons. Once completed, these facilities will be able to absorb 660,000 tons of carbon dioxide per year. Oxygen-enriched combustion and carbon sequestration technologies will be used throughout the process, thereby fully implementing the principles of low-carbon production. As the main entity responsible for the project construction, Shenmu Beihai Coal and Electricity Co., Ltd. boasts a solid industrial foundation. The company was established on November 30, 2010, and is a wholly-owned subsidiary of Shenmu Hengfeng Energy Development Co., Ltd. Its main business activities include heat supply, coking, and coal washing.
