In my understanding, the purpose of the lockout valve is to separate high pressure from normal pressure by opening and closing this valve; under no circumstances should high pressure be allowed to enter the normal pressure system. Therefore, the slag collection valve, the slag discharge valve, the pressure relief valve, and the flushing valve cannot all be opened at the same time.
