Is it illegal for a group of people to occupy the driving lane?

Dear sea friends, a group of reckless drivers occupied the road lane and caused one death and two injuries. Lawyers say both sides violated the law – what’s your opinion? ?
The violent group was in violation of the law first and should bear primary responsibility.

Indeed, motor vehicles must give way to pedestrians； Personally, I think it should be on the shared path for vehicles and pedestrians; but if it is on a vehicle lane, it is worth discussing. For example, on highways, in the event of an accident involving people, should consideration still be given to giving way to pedestrians?
Article 32 of the Traffic Law explicitly states that the responsibilities of construction units have not been fulfilled
