Review of the Energy-Saving Report for the Second Phase of Hubei Sanning Chemical’s 600,000-ton/year coal-based ethylene glycol production project / Author/Source: Huahua Network – Coal Chemicals; Date: 2018-04-17; Clicks: 22. On April 13, a review meeting for the energy-saving report related to the “Adjustment of Ammonia Production Raw Materials and the Construction of a 600,000-ton/year Ethylene Glycol Production Facility (Second Phase)” at Hubei Sanning Chemical Co., Ltd. was held in Wuhan. Wei Tianrong, the company’s vice general manager, and other relevant officials attended the meeting, and the project passed the expert review. This evaluation was carried out by experts organized by Hubei Engineering Consulting Company, upon commission from the Hubei Provincial Development and Reform Commission. At the meeting, China Energy Conservation Consulting Co., Ltd., commissioned by the company, provided a detailed presentation of the contents of the energy conservation assessment report. After thorough examination, inquiries, and discussions, the evaluation panel unanimously agreed that the report had a reasonable structure, comprehensive content, appropriate assessment methods, and a depth of preparation that met the requirements set out in the \"Regulations on Energy Conservation Assessment for Fixed Asset Investment Projects\" (Order No. 44 [2016] issued by the National Development and Reform Commission), and thus approved it. The successful approval of this energy-saving report effectively ensures the compliance of the Phase II project, and it will also facilitate the adjustment of the raw material structure for ammonia synthesis as well as the overall progress of the project to produce 600,000 tons per year of ethylene glycol. On February 9, 2018, the groundbreaking ceremony for Hubei Sanning Chemical Co., Ltd.’s project to adjust the raw material structure for ammonia production and to produce 600,000 tons per year of ethylene glycol was held in the Yaojiagang Chemical Industrial Park in Zhijiang City. The total estimated investment for this project is 10 billion yuan, with a planned construction period of 24 months; completion and commissioning are expected by December 2019. The project utilizes Yankuang’s pressurized gasification of water-coal slurry, with the core process being the technology for producing ethylene glycol from high-purity chemical synthesis gas. Donghua Institute is responsible for the overall project management, and a contract for the air separation unit was also signed with Air Liquide. The Hubei Sanning Ammonia Synthesis Raw Material Structure Adjustment and 600,000 tons/year Ethylene Glycol Production Project (Phase I) is based on the 520,000 tons/year ammonia production capacity of Sanning Company’s urea plant and Tiantian Company’s ammonia synthesis facility. Without increasing this capacity, the existing urea production plants that use bituminous coal as raw material and rely on atmospheric pressure batch fixed-bed gasifiers, atmospheric pressure desulfurization processes, and high-pressure ammonia synthesis, as well as the downstream urea and ammonium bicarbonate production units, are to be phased out. A new facility will be built using Shenhua’s high-quality coal as raw material to produce 400,000 tons per year of ethylene glycol and 520,000 tons per year of synthetic ammonia ; Using sulfur as raw material, 800,000 tons per year of industrial-grade sulfuric acid is produced. The total investment for the project is 7.5 billion yuan. Hubei Sanning Chemical Co., Ltd. was formerly known as Zhijiang County Fertilizer Factory, and was established in 1970. In 1993, it was restructured as a state-controlled joint stock company on a pilot basis, and in 2001 its ownership was privatized through the \"two swaps\" reform. In 2007, it came under the control of Shanxi Jincheng Non-Coking Coal Industry Group Co., Ltd., a large state-owned enterprise.
