It is an integrated upstream-and-downstream project that uses coal, light oil, and natural gas as main raw materials, with methanol deep-processing facilities and light oil processing facilities as its core components. The project covers an area of 3,500 mu, with an estimated total investment of 21.6 billion yuan. The project mainly involves the construction of 8 main production units, including ones for manufacturing 1.8 million tons per year of methanol, 600,000 tons per year of methanol derivatives, 400,000 tons per year of light oil products, 450,000 tons per year of polyethylene, 250,000 tons per year of polypropylene, 200,000 tons per year of butanol, 80,000 tons per year of dipropylheptyl alcohol, and 50,000 tons per year of EPDM rubber, along with the supporting utility systems. As of September, a total investment of 20.316 billion yuan had been completed, accounting for 94.06% of the total investment. All units, including gasification plants, natural gas conversion and synthesis plants, methanol-to-olefins plants, and light oil processing plants, completed their commissioning trials successfully on the first attempt; the main processes of these units (with the exception of those for butanol and dipropyl heptanol) have all been operationalized, producing qualified products. Except for the EPDM equipment, the remaining main projects have passed the pre-acceptance inspection by the Provincial Petrochemical Quality Supervision Station; some of the equipment has also passed the pre-acceptance inspection conducted by Yanchang Petroleum Group Company. The aspects related to safety, environmental protection, and occupational health have all been approved following expert evaluations, and the relevant information has been submitted to the local safety and environmental protection authorities for record-keeping. The project is now largely completed, and the various units are in the critical phase of trial operation with feedstock input, on the verge of producing qualified products throughout the entire process. It is estimated that once fully operational, it will generate an annual output value of 11.3 billion yuan and profits and taxes of 2.34 billion yuan. Construction of the project began on September 11, 2015; the installation was successfully completed by the end of 2017, and single-unit testing started in the first half of 2018. At 16:25 on August 13, the polypropylene plant was able to produce qualified products throughout the entire production process. On August 21, the natural gas conversion and synthesis unit of Yan’an Energy Chemical Company successfully produced qualified methanol. On September 2, the MTO and olefin separation unit were successfully commissioned for the first time! At 16:00 on September 6, the feeding trial run of the polyethylene plant at Yan’an Energy Chemical Company was successful. On September 17, the gasification and purification unit achieved full-process production of qualified coal-based syngas, which was then sent to the natural gas conversion synthesis unit. At 14:40 on September 17, the feeding of the 400,000 tons/year light oil processing unit (ACO) was successful on the first attempt.
