General contract signed and project commenced for Guangxi Huayi’s 1 million-ton methanol-to-olefins project

On January 29, Guangxi Huayi Energy Chemical Co., Ltd. signed a general contract for the vinyl acetate unit of the methanol-to-olefins and downstream deep processing integrated project with Sinopec Shanghai Engineering Co., Ltd., and held an EPC kick-off meeting. At the kick-off meeting, the two parties held in-depth discussions in groups on topics such as design, procurement, construction, project management requirements, project schedule control, and digital delivery, reaching a consensus that laid the foundation for the subsequent progress of the project. The vinyl acetate plant is an important facility for Guangxi Energy Chemicals in its transition from C1C2 processes to downstream olefin products; it is also the first project undertaken by Sinopec Shanghai Engineering Company in the third phase of the Wanhui Qinzhou complex. Both parties stated that they will uphold high standards and strict requirements to advance project construction, continuously optimizing process routes and reducing energy consumption of the facilities ; Increase investment in safety, strictly implement safety and environmental protection measures, and improve the level of safety management ; Pay close attention to project quality and enforce strict controls at every stage. Project Overview: The advanced materials project in the third phase of Huayi Qinzhou Integrated Base has a planned total investment of around 55 billion yuan. It focuses on industrial chains such as olefins and their downstream products, new polyurethane materials, biodegradable materials, nylon 66, and products derived from acetic acid. The project is planned to be constructed in three phases. The energy-saving report for some of the sub-projects under Phase 1, which will be implemented in the near future, has been approved by the autonomous region, and efforts are being accelerated to complete the environmental impact assessment and safety assessment required for the project. As early as December 14, 2022, the second public notice regarding the environmental impact assessment for Guangxi Huayi Energy Chemical Co., Ltd.’s integrated project for methanol-to-olefins and downstream processing was released. Construction Location: The project is situated in the Qinzhou Petrochemical Industrial Park, within the Qinzhou Port area of the China (Guangxi) Free Trade Zone. Its geographical coordinates are 108.619516922 degrees east longitude and 21.716868431 degrees north latitude (central coordinates). To the east of the project site are the high-voltage corridor and Linhai Avenue in the industrial park; to the west are the Hua Yi Phase I and Phase II projects; to the south it faces Suixi Hazardous Waste Treatment Facility and the Gas Island Tank Area across Yingpan Street; and to the north is the Chengxing Phosphorus Chemicals Base. Nature of construction: Expansion. Construction contents: a 1 million tons per year methanol-to-olefins plant, a 300,000 tons per year vinyl acetate plant, 2 × 200,000 tons per year kettle-and-tube tail-end method EVA plants, as well as associated auxiliary facilities. The methanol-to-olefins and downstream deep processing integration project of Guangxi Hua Yi Energy Chemical Co., Ltd. is one of the Phase III projects of Hua Yi Chemical’s new materials integration base. In order to further integrate internal resources, promote the structural transformation and upgrading of Guangxi Huayi Energy Chemical’s industrial structure, and advance the downstream development of products such as methanol and acetic acid, it has been decided to build an integrated project for methanol-to-olefins and downstream processing within the industrial park under Guangxi Huayi Energy Chemical Co., Ltd. Using methanol as the main raw material, this project will extend the industrial chain further to produce ethylene, propylene, vinyl acetate, and EVA. Zhongji Jiankan Group Co., Ltd. won the bid for the pile testing works for the entire plant of the methanol-to-olefins and downstream deep processing integrated project as part of Phase 3 of the Hua Yi Qinzhou Chemical New Materials Integrated Base, with the bid amount totaling 1,650,388.25 yuan.
