Huang Xiaowu, Secretary of the Huaibei Municipal Party Committee and Chairman of the Municipal People’s Congress, and Dai Qiyuan, Deputy Secretary of the Municipal Party Committee and Mayor, issued the order to start construction. The Anhui (Huaibei) New Coal Chemical Synthesis Materials Base (formerly the Anhui Huaibei Linhuan Industrial Park) is located in Hancun Town, Suixi County, Huaibei City, about 50 kilometers away from the urban area of Huaibei. The base is a high-tech industrial park whose strategic development directions are coal-based synthetic materials and a circular economy; it serves as an important platform for Huaibei City to promote the transformation of its resource-based economy. It is reported that the 12 projects include: a project for the comprehensive utilization of 500,000 tons per year of coke oven gas to produce methanol ； 500,000 tons/year styrene and associated projects ； 120,000 tons/year special carbon black project ； Downstream fine chemicals project for hexafluoropropylene ； 200,000 tons/year acetate project ； 15,000 tons/year TBHP and 10,500 tons/year TBA projects ； 20,000 tons per year of tie-bik series products, 2,000 tons per year of the natural sweetener stevioside RebM project ； 800 tons/year production and construction project for new pharmaceutical intermediates ； 10,000 tons/year MOCA vulcanizing agent project, 10,000 tons/year o-chloraniline project ； 20,000 tons/year acrylate polymers and film-forming materials project ； 14,000 tons per year project for new materials of electronic packaging adhesives and photoresists ； EPCO turnkey project for zero-discharge treatment of concentrated brine at the base. In line with its strategic plan of \"relying on coal, expanding beyond coal, and going beyond coal,\" Huaibei Mining Group implemented the \"Comprehensive Utilization Project of Coke Oven Gas\" at the New Coal Chemical Synthesis Materials Base in Anhui (Huaibei). At present, a production capacity of 4.4 million tons of coke and 400,000 tons of methanol per year has been established. With the successful completion and commissioning of the preliminary projects, the Huaibei Municipal Party Committee, the municipal government, and Huaibei Mining Group have actively planned for the implementation of subsequent projects. By developing advanced processing of coal tar, crude benzene, and coke oven gas, they aim to move forward in the direction of fine chemicals. The 500,000-ton-per-year project for the comprehensive utilization of coke oven gas to produce methanol is one of the third-phase projects under Huaibei Mining Group’s “Comprehensive Utilization of Coke Oven Gas” plan. This project intends to make full use of the hydrogen-rich off-gases from the existing two 400,000-ton-per-year methanol production units at Linhuan Coking Plant; by adding carbon through coal-to-gas conversion, an additional unit with a capacity of 500,000 tons per year will be established, resulting in an overall annual production capacity of 900,000 tons of methanol. This methanol will serve as raw material for extending the downstream olefin industry chain in Anhui (Huaibei)’s new coal-based chemical materials industry.
