The conceptual design for the entire plant, auxiliary facilities, and storage and transportation systems of Shaanxi Coal Yulin Chemical’s 1.8 million tons per year ethylene glycol production facility has passed expert review. From July 15th to 17th, the conceptual design for the entire plant, auxiliary facilities, and storage and transportation systems of the first phase of the company’s demonstration project for producing new chemical materials through the selective utilization of coal, namely the 1.8 million tons per year ethylene glycol production facility, was successfully reviewed. 19 invited experts, relevant leaders from the Basic Construction Department, Financial Assets Department, Strategic Planning Committee, Environmental Protection Supervision Department, and Chemical Engineering Division of Shaanxi Coal Group, the company’s chief engineer and related staff, as well as relevant leaders and staff from China Global Engineering Co., Ltd. and Hualu Engineering Technology Co., Ltd. attended the meeting. At the meeting, the attendees first heard presentations from Huanqiu Company on the overall plant infrastructure, utility systems, auxiliary facilities, and storage and transportation facilities, as well as from Hualu Technology Company on the basic design aspects related to wastewater treatment, recycled water, and advanced treatment units. Subsequently, the expert group divided itself into seven subgroups – the process system subgroup, the mechanical and electrical instrumentation subgroup, the external pipeline design subgroup for storage and transportation, the civil structure subgroup, the water treatment and fire protection subgroup, the safety and environmental protection subgroup, and the budget estimation subgroup – to review the preliminary design. Upon review, the expert group unanimously agreed that the foundation design meets the requirements of relevant laws and standard specifications; the design documents are complete, and their content and depth satisfy the requirements set out in the Sinopec Group’s \"Regulations on the Design Content for Foundations of Petrochemical Plants\" (SPMP-STD-EM2003-2016). At the same time, suggestions and recommendations were also put forward. The company’s chief engineer, the deputy general manager of Global Company, and the deputy general manager of Hualu Technology Company all stated that they would earnestly implement the experts’ recommendations, make the necessary revisions to the preliminary design, and provide strong technical support for the company’s project construction. It is reported that the company’s demonstration project for the use of coal in various ways to produce new chemical materials is currently the largest coal chemical project under construction in the world. The project covers an area of approximately 13 square kilometers, with a total planned investment of around 126.2 billion yuan. It is capable of processing more than 24 million tons of coal per year, and it includes 27 processing units along with the associated utility systems. Among them, the first phase of Project Phase 1, which involves an ethylene glycol production capacity of 1.8 million tons per year, covers an area of approximately 4.4 million square meters, with a total investment estimate of around 26.5 billion yuan.
