On the afternoon of October 12, 2021, Peng Jianqiang, a member of the company’s Party committee and deputy general manager, convened a meeting on the promotion of safety, quality, and progress management for this energy-saving technology upgrade project in the conference room on the third floor of the construction site where the industrial upgrade is taking place. The meeting first heard reports on the recent construction progress from various units. Subsequently, the various teams under the Industrial Upgrading Department provided detailed reports on the safety, quality, and progress of ongoing construction activities. Rectification measures were proposed for the existing issues, and the relevant rectification notices were sent to the corresponding units. The meeting required: 1. Strengthen on-site safety control; construction sites must be managed in a closed manner, and all personnel entering the sites must wear appropriate personal protective equipment ; 2. Ensure high quality standards: earthwork construction must be carried out through layered compaction, proper protection of buried pipes is necessary; the pouring plan for large-volume concrete should be carefully reviewed and followed strictly during construction, with thorough inspection of all work completed ; 3. Advance the project schedule steadily; the general contractor shall provide weekly updates on progress, and corrective actions shall be taken for any factors that affect progress ; 4. Presenters at the safety, quality, and schedule management meetings must use PPTs to present their reports, so that the issues identified can be presented more visually ; 5. After the meeting, a minutes of the meeting must be prepared, and corrective action notices regarding the relevant issues shall be issued to various units for implementation and correction ; 6. A safety exposure platform should be set up at the entrance of the construction site to expose *infringements of safety rules ; 7. The general contractor must assume primary responsibility for safety, quality, and schedule, and establish a comparative management mechanism for construction teams. At the end of the meeting, it was emphasized that all parties involved in the project must fully recognize the urgency of carrying out the project and the importance of quality control, enhance coordination and cooperation, take greater responsibility, and keep advancing the construction progress so as to ensure that the project is completed on time, with high quality and in accordance with specifications. Project Overview: The coal gasification energy-saving technology upgrade project of Chongqing Xiangyu Salt Chemical Co., Ltd. is located at plot B10-05/04 in the Longbao Tuantuan IV management unit of Chongqing Wanzhou Salt and Gas Chemical Park (an open area to the south of the company’s existing factory). With an investment of 1.5 billion yuan, the existing coal gasification facilities will be upgraded in this open area to the south of the factory; the project will utilize two Jinhua furnaces, with a gasification pressure of 6.5 MPaG and a total gas output of 80,000 Nm3/h (CO+H2), thereby replacing the existing atmospheric-pressure fixed-bed gasification system. The newly acquired land for the project covers an area of 122,000 m2; the existing open space within the factory complex is utilized for 15,030 m2, while the land used for buildings and structures amounts to 54,820 m2 ; An additional area will be created on the south side of the existing plant, where new units for coal grinding and slurry preparation, gasification, shift reaction, low-temperature methanol washing, liquid nitrogen washing, ammonia synthesis, and sulfur recovery will be built. An air separation unit will be constructed using the existing plant facilities, and as a result of these upgrades, the total annual production capacity of synthetic ammonia will increase from 200,000 tons to 300,000 tons per year. The gasification process of this project utilizes the advanced 6.5MPa third-generation water-coal slurry pressurized gasification technology developed by Jinhua; the shift reaction is carried out using the most advanced and energy-efficient isothermal sulfur-tolerant shift technology available in China at present ; The purification section utilizes the most advanced low-temperature methanol washing and liquid nitrogen washing processes available both domestically and internationally; the energy-intensive pressure swing adsorption process has been eliminated, as has the copper washing process, whose use is restricted. Ammonia synthesis is carried out using patented technology from Casali in Switzerland, with an operating pressure of ≤15.0 MPa. The compressors are all driven by centrifugal steam turbines, which makes the facility safer, more environmentally friendly, and more energy-efficient. This project involves technical upgrades to the key machines and equipment that consume the most raw coal and energy, in order to improve their technical performance. High-efficiency catalysts are used, and energy-saving process innovations are applied to existing ammonia synthesis plants to reduce the emission of waste materials, thereby achieving energy savings and reduced consumption. This approach helps to effectively control the overall environmental emissions in the Three Gorges Reservoir area ; This project utilizes advanced international and domestic DCS automation control systems as well as a separate SIS system, which will significantly enhance the level of automation and safety and control, thereby creating favorable conditions for the sustainable development of the enterprise.
