Tendering Conditions: This tendering project, namely the circular economy project to produce 200,000 tons per year of synthetic ammonia using chemical process exhaust gases by Chongqing Jianfeng Chemical Co., Ltd., has been approved for construction by the Development and Reform Commission of Changshou District, Chongqing, via the Chongqing Enterprise Investment Project Registration Certificate*. The project owner is Chongqing Jianfeng Chemical Co., Ltd.; the funding for the project comes from internal sources, with a 100% contribution rate, and the tendering party is Chongqing Jianfeng Chemical Co., Ltd. The project is ready for bidding, and public bidding is now being conducted for the construction supervision of this project. 2. Project Overview and Scope of Bidding 2.1 Location of construction: Chemical Industry Park, Chongqing Changshou Economic and Technological Development Zone 2.2 Project overview and scale of construction: A circular economy facility capable of producing 200,000 tons per year of synthetic ammonia from chemical process exhaust gases will be built, incorporating processes such as gas conversion, carbon removal and hydrogen extraction, CO2 recovery and utilization, and ammonia synthesis. 2.3 The estimated cost for the construction and installation work related to this tender project is 100 million yuan. The estimated cost for the supervision contract associated with this tender project is 1.9 million yuan. 2.4 Scope of the tender: Supervision of all aspects of the construction and installation work for the gas generation unit, ammonia synthesis unit, and CO2 recovery unit in Chongqing Jianfeng Chemical Co., Ltd.’s circular economy project aimed at producing 200,000 tons per year of synthetic ammonia. This includes the foundations, main structures, steel frameworks, mechanical and electrical equipment, process pipelines, electrical instruments, fire alarm systems, heating and ventilation systems, fire protection water systems, water supply and drainage systems, as well as lightning protection and grounding systems for each unit. It also covers the construction and installation of auxiliary buildings such as analysis laboratories, power distribution rooms, central control rooms, general warehouses, compressor buildings, sewage treatment stations, fire wastewater storage tanks, and hazardous waste temporary storage areas. This includes work related to the foundations, main structures, doors and windows, waterproofing, insulation and energy efficiency measures, interior decoration, electrical systems, water supply and drainage systems, heating and ventilation systems, fire protection systems, equipment, pipelines, and lightning protection and grounding systems. Additionally, it involves supervision of the overall utility network infrastructure, including outdoor water supply and drainage systems, high-voltage and low-voltage electrical systems. The scope also includes environmental improvements within the factory area, such as building fences, landscaping, road construction, and paving. The supervision services encompass, but are not limited to, quality control, cost management, schedule control, safety management, contract management, information management, document management, organizational coordination, and safety management during the construction preparation phase, construction phase, and production preparation phase. It also includes assistance with project settlement, project acceptance, project auditing, and issuance of certificates terminating liability for defects during the project completion phase. 2.5 Requirements for the duration of supervision services: The supervision services shall last from the date when the tenderer issues the order to commence work, until the completion of the acceptance inspection of the works covered by the tender, the finalization of the project settlement (including completion of the audit), the completion of the handover of documents, and the expiration of the defect liability period. The construction period for this project is estimated to be 420 calendar days (subject to the actual construction time), with a defect liability period of 24 months. 3. Qualification requirements for bidders 3.1 For this tender, bidders must meet the following conditions: 3.1.1 Bidders are required to possess one of the following qualifications for this tender: ① Comprehensive qualification for project supervision issued by the administrative department in charge of construction ； ②Grade A qualification for supervision of chemical and petroleum engineering, issued by the administrative department in charge of construction. 3.1.2 The bidder shall also possess the appropriate supervision capabilities in terms of personnel, experience, equipment, funds, etc.; for details, please refer to item 1.4.1 in the annex prior to the Bidder’s Instructions in Chapter 2 of the tender documents. 3.2 Joint bids are not accepted for this tender. Economic compensation for technical achievements: This tender provides economic compensation for the technical achievements presented in the bids of those who did not win the bid.
