This project is a key scheduling project for the 13th Division of the Xinjiang Production and Construction Corps in 2022. Leveraging the abundant coal resources in Naomaohu, the project develops a multi-product production system involving coal, electricity, oil, and gas, with an emphasis on tasks such as coal upgrading and fractional liquefaction. It focuses on advancing the deep processing of coal tar and upgraded coal, thereby pursuing a green and low-carbon development path that relies on coal, improves its quality, expands its applications, and goes beyond its traditional uses. Shanghai Xinyou Energy Technology Co., Ltd. is responsible for the design of the first-phase lignite carbonization unit, the second-phase coal tar hydrogenation unit, as well as the associated auxiliary facilities for this project; it also takes on the role of the overall project manager, and the design work for the first phase has already been completed. This project uses 16 internal-heating vertical furnaces along with a low-water, environmentally friendly coking quenching process, resulting in high tar yields, low investment costs, and better environmental protection. It is understood that Hami Maokun Energy Technology Co., Ltd. was established in May 2020; it is a comprehensive new-type energy enterprise that engages in coal exploration, sales, and deep processing. The 4 million tons per year coal clean and efficient comprehensive utilization project was built by the company with an investment of 2.3 billion yuan. The main constructions include a new low-rank coal pyrolysis upgrading unit with an annual capacity of 4 million tons, a coal tar hydrogenation unit with an annual capacity of 400,000 tons, 2×60 MW gas generator sets using waste gas, along with the associated utility systems. Upon completion of the project, the output value is expected to exceed 3.3 billion yuan, with a net profit after taxes of 270 million yuan, and it will create employment opportunities for over 700 people. On October 20, 2020, the project commenced construction in the Naomaohu Economic Development Zone of the 13th Division in Xinjiang.
