Hebei Xinxing New Energy Technology to Build a 1.94 million-ton coal chemical project Author/Source: Coal Chemical Industry 114 Forum Date: 2021-01-05 Clicks: 5 Recently, in accordance with the relevant regulations regarding the environmental impact assessment procedures for construction projects, the Hebei Provincial Department of Ecology and Environment plans to approve the environmental impact assessment documents for Hebei Xinxing New Energy Technology Co., Ltd.’s 1.94 million-ton coking project. To ensure the seriousness and fairness of this approval process, the basic information regarding the environmental impact assessment documents for each construction project is being made public. The public display period will last for 10 working days, from December 31, 2020, to January 13, 2021. Xinxing Cast Pipe Co., Ltd., Hebei Jinpeng Coal Chemical Shaft Furnace Industry Co., Ltd., and Hebei Yuzhou Coal Chemical Industry Co., Ltd. carried out integration and restructuring to jointly establish Hebei Xinxing Energy Technology Co., Ltd. (controlled by Xinxing Cast Pipe Co., Ltd.), which invested 2,569,825,300 yuan in Xinxing Cast Pipe’s existing plant site to implement the \"1.94 million tons per year coking project of Hebei Xinxing Energy Technology Co., Ltd.\" This project eliminates the coke production capacity of Xingxing Cast Pipe Co., Ltd., Hebei Jinpeng Coal Chemical Shaft Furnace Industry Co., Ltd., Hebei Yuzhou Coal Chemical Industry Co., Ltd., and Handan Fengfeng Pengtong Coking Co., Ltd., which together total 2.43 million tons per year. The replacement ratio is 1:1.25; as a result, two 69-chamber SWDJ673-1 type 6.73-meter regenerative ramming coke ovens will be built. Concurrently, 3×125t/h dry quenching units will be installed (accompanied by 3×60t/h waste heat boilers for dry quenching, 1×25MW extraction steam condensing generator set, and 1×15MW pure condensing generator set), as well as coal loading and coke pushing dust removal systems, along with coal preparation systems, coke transportation systems, gas purification systems, gas power generation systems (including 1×220t/h ultra-high temperature and pressure gas boiler and 1×65MW ultra-high temperature and pressure gas turbine generator set), flue gas desulfurization and denitrification facilities, wastewater treatment systems, circulating water systems, cooling water systems, demineralized water systems, dust removal facilities, power transformation and distribution equipment, and other production auxiliary facilities. Additionally, there will be a coking control center, wastewater treatment control center, power generation control center, office buildings, and other public and auxiliary facilities. Construction scale: Annual production of 1.94 million tons of coke, 807 million cubic meters of coke oven gas, 84,428 tons of tar, 21,210 tons of ammonium sulfate, 26,073 tons of crude benzene, and 12,685 tons of sulfuric acid (98%). Once completed, this project will work together with Xingxing Cast Pipe to create an integrated steel-coke operation. The project construction period is 24 months, with a total investment of 2,569,825,300 yuan. Of this amount, 445,900,400 yuan is allocated to environmental protection measures, accounting for 17.35% of the total investment. Labor quota and working system: The labor quota is 570 people, with a four-shift three-turn operation system, resulting in 8,760 hours of work per year. This project is located in the Cishan area of the Nanminghe Industrial Park in Wu’an City, within the existing premises of Xinxing Cast Pipe Co., Ltd.; the site covers land designated as category III industrial land under the planning. This project is constructed in multiple phases. The unloading machine room makes use of the existing coking coal yard located to the north of Xinxing Cast Pipe; the silo for coal storage and distribution as well as the crusher room are situated to the east of Xinxing Cast Pipe’s lime production unit. The coking and chemical product production areas are located in the middle of the Xinxing Cast Pipe factory complex, to the east of the first iron smelting and sintering unit. The dry quenching coke power generation and gas power generation facilities are located within the area occupied by Xinxing Power Generation Company (a wholly-owned subsidiary of Xinxing Cast Pipe). The central coordinates of the project site are 114°7'35.12" east longitude and 36°37'7.99" north latitude. The boundary of the factory site is 176m east of Xiwannian Village, 356m south of the Xinxing Cast Pipe residential area, and 680m north of Diantou Village. The fuel gas for the proposed project mainly consists of coke oven gas produced internally. The coke ovens use blast furnace gas and coke oven gas as fuels, and mixing burners are installed before the gases enter the combustion chamber to ensure thorough mixing of the fuel gases ； Part of the excess coke oven gas is used as fuel gas within the 65MW generator set, while the rest is supplied to Xinxing Cast Pipe, Hebei Xinxing Cast Pipe, or for civilian use.
