The project owner is Jingyuan Coal Industry Group Liuhua Chemical Co., Ltd., and the funding for the project comes from capital funds, shareholder loans, and other financing methods. Gansu Province Bidding Center Co., Ltd. is hereby entrusted to conduct an open tender for the procurement of flow meters for the urea production unit in Phase I of this project. I. Project Overview 1. Project owner: Liuhua Chemical Co., Ltd., Jingyuan Coal Industry Group 2. Project name: Procurement of flow meters for the urea production unit in Phase I of the Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Renovation) Project 3. Location: No. 201, Sujiadun, Dongxing Village, Wangxian Town, Baiyin District, Baiyin City, Gansu Province 4. Funding sources: Equity capital, shareholder loans, and other financing methods 5. Project scale: The designed production capacity of the Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Renovation) Project is 2×300,000 tons of synthetic ammonia per year, 2×350,000 tons of urea per year, 100,000 tons of methanol per year, 216 million cubic meters of (H2+CO) per year, 60,000 tons of melamine per year, 50,000 tons of urea solution per year, 50,000 tons of liquid carbon dioxide per year, and 2,500 tons of catalysts per year. The project is implemented in two phases. The main components of the implementation include: production facilities such as storage and transportation of raw and fuel coal, 2 sets of pulverized coal gasification units, air separation plants, shift reactors, low-temperature methanol washing units, sulfur recovery systems, ammonia compression units, carbon dioxide compression units (for use in gasification and urea production respectively), liquid nitrogen washing units, syngas compression units, ammonia synthesis units, and urea production units (one newly built and one relocated) ； A set of PSA gas generation, melamine, urea **solution**, methanol (relocation and renovation), catalyst and other related equipment ； The project is equipped with 3 circulating fluidized bed boilers with a capacity of 280 tons per hour (including desulfurization and denitration functions), as well as various utility systems such as circulating water systems, water treatment systems, sewage treatment systems, reclaimed water reuse systems, and high-salinity water evaporation and crystallization salt separation systems. It also includes auxiliary facilities such as site transportation systems (including a dedicated railway line to be connected from Yinguang Group and north-south logistics routes), storage areas, packaging facilities, power supply and distribution systems, telecommunications systems, monitoring systems, water supply and drainage systems, heating systems, a central control room, production facilities, and gates and fences ； Facilities such as cafeterias and bathrooms. II. Bidding Content 1. Scope of bidding: Procurement of instruments for the urea plant’s throttling systems, such as standard orifice plates and nozzles, rotameters, electromagnetic flowmeters, vortex flowmeters, mass flowmeters, ultrasonic flowmeters, etc. Bidders shall provide complete instruments along with their accessories in accordance with the data sheet requirements provided by the tenderer. The scope of supply and scope of work shall include, but are not limited to, the following: The scope of supply covers all the instruments and their accessories specified in the instrument data sheet ； Special tools and materials for installation and maintenance (if any) ； Spares during driving operations ； Drawings and documentation. The bidder’s scope of work includes design and selection based on the instrument data sheets and related documents provided by the tenderer ； Manufacture, assemble, and provide complete products ； Product painting and surface treatment ； Inspection and testing ； On-site installation and commissioning service ； Submit vendor documents ； Packaging and transportation, etc. Reference shall also be made to Annex 3: Unified Regulations for Digital Delivery of the Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Renovation) Project (Version 2), in order to meet the tenderer’s requirements regarding digital delivery (including QR codes for equipment tracing). Bidders must prepare their bid documents in accordance with the requirements specified in the tender documents, and meet those requirements ； For details on the flowmeter configuration, refer to the requirements in the instrument data sheet. Delivery period: All goods will arrive at the site within 6 months after the contract is signed. 3. Quality requirements: 3.1 Strictly comply with the latest issued standards and regulations related to **, the industry, or local authorities. If there are differences, the highest and most recent standard shall apply. 3.2 Complies with **and local** environmental protection requirements. 3.3 The quality of the materials used for the instruments and their accessories meets the requirements specified in the design drawings (data sheets) as well as relevant standards and specifications, with a 100% material qualification rate. 3.4 Comply with the requirements of the instrument data sheet provided by the tenderer. 3.5 The bidder shall provide three guarantees for product quality: warranty, replacement, and refund; the bidder shall be responsible for any losses arising from quality issues with the products. Warranty period: 12 months after successful installation and commissioning and normal operation, or 24 months from the date of equipment delivery. If any quality issues arise with the instruments and their accessories during the warranty period, the bidder will carry out repairs at no cost; if repairs are not possible, compensation will be provided at the appropriate price. III. Qualification requirements for bidders 1. Bidders must be formally registered within the People’s Republic of China, have obtained a business license in accordance with the law, and that business license must be valid. It has a sound quality management system and holds an ISO 9001 quality system certification. 2. Bidders shall have sound financial conditions and shall not be under orders to cease operations, have their assets seized or frozen, or be bankrupt. Bidders must provide financial statements audited by an accounting firm or audit institution for the past three years; if less than three years, they must submit financial statements from the time of establishment; and if less than one year, they must provide a credit certificate issued by a bank (original). 3. Performance credit requirement: The bidder must not be included on the list of entities with poor credit as published on the “Credit China” website (website address: www.creditchina.gov.cn). 4. Bidders must fully meet the requirements specified in the instrument data sheet and other documents for this project. 5. Joint bids are not accepted for this tender. IV. Qualification Review Method: Post-bid qualification review is adopted for this tender. Bidders shall determine on their own whether they meet the qualification requirements and decide whether to submit a bid. V.
