Project Overview and Scope of the Tender 2.1 Project Overview and Scope of the Tender (1) Bid Section/Package Number: 22243-XJ-RM008/01 Bid Section/Package Name: EPC General Contracting for the Purification Unit of the Upgrading Demonstration Project for Methanol Production through Comprehensive Resource Utilization by Hualu Company – Xinjiang Zhongtai New Materials Co., Ltd., including Chemical Dosage Equipment – Bid Section 01 Scope of the Tender: EPC General Contracting for the Purification Unit and Chemical Dosage Equipment as part of the aforementioned project. 2.2 Delivery Time: The manufacturer shall propose a reasonable minimum delivery time. 2.3 Delivery Location: The construction site on the east side of the Tongxin Industrial Park in Ailehui Town, Toksun County, Xinjiang. 2.4 Quality Standards or Key Technical Specifications for the Goods: See the technical documents for details. 2.5 Other: None 3. Qualifications Required for Bidders 3.1 Qualifications Required for Bidders (1) Bidders must be included in the list of qualified suppliers specified in the contract between the tenderer and the project owner, Xinjiang Zhongtai New Materials Co., Ltd. 3.2 The bidder shall not be in any of the following situations: (1) Having the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in tendering activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④In accordance with the company’s requirements for bidder management, those who are prohibited from participating in bidding activities and whose prohibition is still in effect. 3.3 Whether the project accepts consortia: Accept Reject The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ； None of the parties in the consortium shall submit a bid on its own behalf, nor shall it participate in the bidding process for this project as part of another consortium.
