High single-point temperature in the hydrogenation protection reactor bed

With the new catalyst, the single-point temperature in the lower bed of the hydrogenation protection reactor is high, 30 degrees higher than that of other points in the same bed. What could be the reason? Did something fall in there while filling it? Are there any other reasons?
We have a similar issue with a temperature point here; the technician said that the catalyst has been distributed unevenly, similar to a flow imbalance
