Why is it necessary to maintain a certain carbon content in the hydrogenation catalyst after regeneration?

During off-reactor regeneration of hydrogenation catalysts, why doesn’t the regenerated catalyst burn off all the carbon on it, but instead retains a certain level of carbon content?
I’m not sure if this is the common practice everywhere, or just the way one particular factory does things I remember there was a factory that used pre-vulcanization; the partial carbon there on the catalyst facilitated deeper vulcanization
