Emerging industries such as energy storage and hydrogen are considered key pillars for building a new type of power system. **Li Chao, deputy director of the Policy Research Office of the National Development and Reform Commission and spokesperson, said at a press conference on November 27 that encouraging the orderly development of various new types of energy storage and hydrogen energy technologies will provide strong support for building a new type of power system. According to Li Chao, in recent years, China has accelerated the development of energy storage and hydrogen energy, achieving positive results. In terms of energy storage, China’s energy storage industry is developing rapidly, with positive progress being made in the development and demonstration of various technical approaches such as large-scale compressed air energy storage, highly safe chemical energy storage, and solid-state battery energy storage. Currently, the installed capacity of new energy storage systems across the country exceeds 100 million kilowatts, which is more than 30 times the level at the end of the 13th Five-Year Plan period, and accounts for over 40% of the global total installed capacity. Energy storage facilities have a short construction period, flexible deployment options, and fast response times, enabling them to quickly assume the role of regulating power systems. During this year’s peak summer period, the amount of power drawn from new energy storage systems during peak hours across the country exceeded 30 million kilowatts, which is 1.3 times the full capacity of the Three Gorges Dam for power generation. This figure is equivalent to the peak load on Chongqing’s power grid this summer; these \"super power banks\" play a crucial role in ensuring a stable supply of electricity during such peak periods. In the field of hydrogen energy, the **Development and Reform Commission has taken the lead in establishing an inter-ministerial coordination mechanism for the development of the hydrogen energy industry. It continues to improve policies, standards, and regulatory frameworks, thereby supporting various innovative entities in overcoming key technical challenges related to green hydrogen production and fuel cells, and facilitating large-scale demonstration applications of these technologies. At present, China has established a green hydrogen production capacity of over 150,000 tons, and is pushing the use of hydrogen energy toward forms such as green hydrogen, green ammonia, and green methanol. Efforts are being made to accelerate the development of an integrated industry for the production, storage, transportation, and utilization of these green hydrogen, ammonia, and methanol products. In the future, they will play an important role in the consumption of new energy sources and in the clean replacement of traditional energy sources at the end-use level. Li Chao said that in the next step, the **National Development and Reform Commission will focus on carrying out the following tasks. First, deepen the reform of the electricity market by encouraging energy storage projects to take advantage of their unique characteristics to participate in the electricity volume market as well as in auxiliary service markets such as frequency regulation, peak shaving, and backup services, thereby earning reasonable returns. Second, it is necessary to carry out comprehensive planning and layout to effectively link the supply and demand of green hydrogen, ammonia, and alcohol; promote the large-scale development of these green substances in key sectors, and advance the construction of infrastructure for production, transportation, and storage in a manner that is slightly ahead of actual needs, thereby reducing the operating costs of the system. Third, it is necessary to overcome technical bottlenecks by implementing industrial innovation projects. Leading enterprises should work together with companies along the entire supply chain, as well as universities and research institutions, to advance the development of facility clusters, conduct technological research and development, upgrade products, and promote their application in various use cases. Encouraging the orderly development of various new energy storage and hydrogen energy technologies will provide strong support for building a new type of power system.
