With a total investment of 30 billion yuan, the environmental impact assessment for a new fluorine chemical project in Henan is now available for public review. January 25, 2025: On January 15, 2025, the Henan Provincial Department of Ecology and Environment approved the environmental impact report for the Henan Jinhai Fluorosilicon New Materials Project. It is understood that the Jinhai billion-yuan-level fluorosilicon new materials project is located in the Economic and Technological Development Zone of Wuyang County, Luohe City. The project covers an area of approximately 3,000 mu, with a total investment of 30 billion yuan. Once completed, it will be able to produce annually 30,000 tons of tetrafluoroethylene, 90,000 tons of anhydrous hydrogen fluoride, 13,000 tons of polytetrafluoroethylene, 60,000 tons of R22, 3,000 tons of FEP, 100 tons of perfluoroether carboxylic acid, 8,000 tons of hexafluoropropylene, 2,000 tons of perfluorohexanone, 5,000 tons of R142b, 3,000 tons of VDF, 5,000 tons of FKM, 5,000 tons of PFA, and 5,000 tons of ETFE, among other fluorine-based chemical products. The project is constructed in two phases; the first phase requires an investment of 15.8 billion yuan. It involves the production of 31 products such as ion-exchange membrane caustic soda, central heating systems, hydrofluoric acid, food-grade ammonium bicarbonate, and polytetrafluoroethylene, as well as 24 utility facilities including integrated utility tunnels and intelligent control centers. Completion and operation are scheduled for December 2025. The planning and design for the second phase of the project are being accelerated, with construction set to begin in 2025. Relying primarily on the company’s salt mines and fluorite resources, this project aims to develop four complete industrial chains for organic fluorine materials, organic silicon materials, organic chlorine materials, and new energy materials. It seeks to foster close connections between products at various stages of the production process, thereby increasing their added value and helping to advance the salt chemical industry toward a higher-end, more clustered form of development. Once the project is fully completed, it will generate an additional annual output value of 100 billion yuan and tax revenues of 10 billion yuan, playing a vital role in boosting local economic development, filling the gap in the province’s fluorosilicon new materials industry, and fostering the development of new forms of productive capacity. Henan Jinshan Chemical Group is a large private chemical enterprise that integrates various business areas such as salt chemicals, equipment manufacturing, logistics, finance, and supply and marketing. Review of Fluorine Chemical Projects with Investment Exceeding 10 Billion: 1. The high-performance silicon-fluorine new materials integrated project of Gansu Juhua New Materials Co., Ltd. On January 28, 2024, the largest industrial project in Gansu’s history to date – the high-performance silicon-fluorine new materials integrated project of Gansu Juhua New Materials Co., Ltd. – officially commenced construction. It is understood that the total investment for this project amounts to 410,465.5 million yuan. The project aims to build facilities with an annual production capacity of 360,000 tons of industrial silicon, 100,000 tons of polysilicon, 50,000 tons of trichlorosilane, 125,000 tons of fluoropolymers (10,000 tons of fluororubber, 10,000 tons of FEP, 50,000 tons of PTFE, 0.500 tons of PFA, 50,000 tons of PVDF), 29,000 tons of HFP, 20,000 tons of pentafluoropropane (R245eb), 30,000 tons of HCC-240 (R240), 80,000 tons of R152a (HFC-152a), 120,000 tons of R142b (HCFC-142b), 70,000 tons of VDF, 120,000 tons of tetrachloroethane, 30,000 tons of tetrachloroethylene, 195,000 tons of R22, and 105,000 tons of TFE ; Supporting facilities will be built to produce 760,000 tons per year of methane chlorides (methyl chloride – 360,000 tons, dichloromethane – 130,000 tons, trichloromethane – 270,000 tons), 150,000 tons of AHF, 300,000 tons of calcium chloride, 300,000 tons of sulfuric acid, 240,000 tons of calcium carbide, and 900,000 tons of ion-exchange membrane caustic soda (using waste salt generated in the integrated utilization project), along with related infrastructure.
2. The fluorine chemical industry, high-end new materials, and high-end lithium battery raw material project of Inner Mongolia Fluoropolymer New Materials Co., Ltd. – In December 2023, this project was registered officially. The total investment for this project is 29,388,393.3 yuan, and it will be constructed in three phases. In phase one, facilities for producing 5,000 tons per year of perfluorohexanone, 5,000 tons per year of FEVE, 5,000 tons per year of trifluoroacetic acid, 10,000 tons per year of ethyl trifluoroacetate, and 90,000 tons per year of AHF will be built. In phase two, facilities for producing 10,000 tons per year of PVDF, 45,000 tons per year of TFE, 10,000 tons per year of HFP, 5,000 tons per year of perfluorohexanone, 30,000 tons per year of PTFE, 10,000 tons per year of tetrafluoropropene, and 170,000 tons per year of AHF will be constructed ; Phase 3 mainly involves the construction of facilities for producing 10,000 tons per year of PVDF, 3,000 tons per year of electronic-grade perfluorononene, 10,000 tons per year of perfluorohexanone, 10,000 tons per year of trifluoroethylene, 1,000 tons per year of CTFE, and 100,000 tons per year of AHF.
3. Sanyaifu (Shaowu) Fluorine Chemistry Industry Base Project: The total investment in the Sanyaifu (Shaowu) Fluorine Chemistry Industry Base Project exceeds 10 billion yuan. The first phase of the project involves the construction of facilities for producing 3,000 tons per year of hexafluoroepichlorohydrin, 200 tons per year of PPVE, 2,000 tons per year of hexafluoro**, 1,000 tons per year of bisphenol AF, 1,000 tons per year of hexafluoroisopropanol, and 500 tons per year of perfluoropolyether. The project also includes the construction of main production facilities for manufacturing 62,750 tons per year of F152a, 30,000 tons per year of F142b, 19,000 tons per year of VDF, and 16,000 tons per year of PVDF. Preparatory work is underway for the third and fourth phases of the project. At present, the main production facilities for Phase 1 – including those capable of producing 3,000 tons of HFPO per year, 200 tons of PPVE and its related products per year, 2,000 tons of hexafluoro** per year, 1,000 tons of bisphenol AF per year, and 1,000 tons of hexafluoroisopropanol per year – along with the accompanying environmental protection and auxiliary systems, have all completed their completion inspection.
