On February 5, the Dezhou Ecology and Environment Bureau issued a public notice regarding the acceptance status of the environmental impact assessment documents for the project undertaken by Shandong Deyi New Materials Co., Ltd., which aims to produce 10,000 tons of vinylidene fluoride monomer and 5,000 tons of polyvinylidene fluoride per year. The details of the project are as follows: Project name: Production of 10,000 tons of vinylidene fluoride monomer and 5,000 tons of polyvinylidene fluoride per year; Project owner: Shandong Deyi New Materials Co., Ltd; Project nature: Expansion ; Construction location: Mid-section of Chaofan Street, Linyi Chemical Industry Park, Dezhou City, Shandong Province; within the existing factory premises of Shandong Deyi New Materials Co., Ltd ; Investment amount: Total investment of 205 million yuan ; Construction period: 3 months for construction ; Production scale: A new 2#F142b/VDF production unit of 10,000 t/a will be built (to supply VDF for the 5,000 t/a PVDF production line under construction in Workshop 3 as well as for the expansion of the 5,000 t/a PVDF production line in this project); in addition, a 5,000 t/a PVDF unit will be established by expanding Workshop 3. Supporting facilities such as process pipe galleries, air compressor units, nitrogen production units, and refrigeration units are also constructed. The project is constructed in two phases. Phase 1 involves the construction of a production facility capable of producing 10,000 tons per year of 2#F142b/VDF, along with the necessary supporting facilities. Phase 2 entails the construction of a polyvinylidene fluoride production facility with an annual capacity of 5,000 tons, along with its supporting facilities. Both the 2#F142b/VDF production facility and the 5,000-ton polyvinylidene fluoride production facility are independent manufacturing units. Upon completion of this project, it will produce 0.5 thousand tons of polyvinylidene fluoride, 40,000 tons of hydrochloric acid, and 0.29 thousand tons of sodium hypochlorite solution per year; the entire facility will then have an annual production capacity of 25,000 tons of polyvinylidene fluoride, 100,000 tons of hydrochloric acid, and 0.67 thousand tons of sodium hypochlorite solution. About Shandong Deyi New Materials Co., Ltd ; Shandong Deyi New Materials Co., Ltd. is located on the south side of the middle section of Chaofan Street in the Linyi Chemical Industry Park, Linzi Town, Linyi County, Dezhou City. The current factory area covers an area of 152,556 square meters. Shandong Deyi Company was established on September 18, 2013, with a registered capital of 100 million yuan. It currently has around 350 employees. Shandong Deyi Company is a private enterprise invested and controlled by the Beijing Tsinghua Institute of Industrial Technology, specializing in the research, development, and production of fluorine-based materials such as polyvinylidene fluoride (PVDF) resin and fluororubber. In 2022, in response to the **’policy of moving out of cities and into industrial parks’ as well as the regulations regarding the raw material dichlorodifluoroethane (F142b), Shandong Deyi Company relocated from Hengyuan Economic Development Zone in Linyi County to the Linyi Chemical Industry Park.
