Safety review procedures for hazardous chemical construction projects I. Review of safety conditions (The General Administration issued guidelines in 2015 stating that the assessment of safety conditions is no longer required, but some areas **still demand it**). Documents to be submitted: (I) Application form and related documents for the review of safety conditions of the construction project; (II) Report on the Evaluation of Safety Conditions for the Construction Project ; (III) Safety Pre-assessment Report for the Construction Project ; (IV) Documents approving, authorizing, or registering the construction project, as well as planning-related documents (copies) ; (5) A copy of the business license issued by the administrative department for industry and commerce, or the notice of pre-approval of the enterprise name. The contents that need to be demonstrated in the safety condition assessment report include: (1) Whether the construction project is in line with **and local** industrial policies and plans ; (II) Whether the construction project is in line with the local **regional plan ; (III) Whether the site selection for the construction project complies with relevant standards such as the \"Code for General Layout Design of Industrial Enterprises\" (GB50187) and the \"Code for General Layout and Transportation Design of Chemical Enterprises\" (GB50489) ; In the case of long-distance pipelines transporting hazardous chemicals, whether they comply with relevant standards such as the \"Design Code for Gas Pipelines\" (GB50251) and the \"Code for Fire Protection Design of Oil and Gas Engineering Projects\" (GB50183) ; (IV) The distribution of important sites, areas, and residents around the construction project; the layout of the project’s facilities and the pattern of its continuous production and operational activities, as well as the interactions between these elements; whether the safety measures adopted are scientific and feasible ; (5) The impact of local natural conditions on the safe production of construction projects, and whether the safety measures are scientific and feasible ; (VI) Are the key technologies and processes mature and reliable? ; (7) For those relying on existing production and storage facilities, whether such facilities are safe and reliable. II. Review of safety facility design Submission requirements: (1) Application form and documents for the review of the safety facility design of the construction project ; (II) Proof of design qualification from the design unit (copy) ; (III) Special section on the design of safety facilities for the construction project. III. Pilot Production (Use) Submission Materials: (I) Pilot Production (Use) Plan Filing Form ; (II) Pilot production (use) plan ; (III) Opinions of the design, construction, and supervision units on the trial production (use) plan and whether the conditions for trial production (use) are met ; (IV) Experts’ comments on the trial production (use) plan ; (5) Report on significant changes in the design of safety facilities ; (VI) Report on the implementation of safety facility design during construction ; (7) Report on deficiencies in organizational design, inspections of project quality and potential risks, as well as the implementation of corrective measures ; (8) Qualification certificates (copies) of the construction and supervision units for the project ; (IX) Procedures for quality supervision of construction projects (copy) ; (10) Certificates of the principal responsible persons, safety production management personnel, and registered safety engineers (copies), as well as a list of personnel engaged in special operations ; (11) Proof of successful safety education and training for employees ; ( XII) Explanation on the provision of labor protection equipment ; (13) Documents on the safety production responsibility system, list of safety production regulations and rules, list of safety operating procedures for various positions ; (14) Documents (copies) establishing a work safety management organization and appointing full-time work safety management personnel. The trial production (operation) plan shall include the following elements related to safe production: (1) The completion status of production preparations such as pressure testing, purging, airtightness testing of equipment and pipelines in the construction project, individual unit testing, instrument calibration, and joint commissioning ; (II) Feed-in commissioning plan ; (III) Potential safety issues during the trial production (use) phase, countermeasures, and emergency plans ; (IV) Confirmation of the mutual influence between the surrounding environment of the construction project and the safe trial production (use) of the construction project ; (5) Implementation of monitoring measures for major hazardous sources of hazardous chemicals ; (VI) Human resource allocation status ; (7) Start and end dates of trial production (use). IV. Completion inspection of safety facilities – Documents to be submitted: (I) Application form and related documents for the completion inspection of safety facilities of the construction project ; (II) Report on the construction and supervision of safety facilities for the construction project ; (III) Safety acceptance evaluation report for construction projects ; (IV) Report on any accidents that occurred during the trial production (use) period, the preventive measures taken, and the status of corrective actions ; (5) Proof of payment of work-related injury insurance premiums for employees (copy) ; (VI) Registration Form for Filing Emergency Response Plans for Hazardous Chemical Accidents (copy) ; (7) In the case of a major hazard source for hazardous chemicals, a copy of the registration certificate for such major hazard source must also be submitted. The report on the construction of safety facilities for a construction project shall include the following contents: (1) Basic information about the construction unit, including the construction projects it has undertaken in the past ; (II) Qualifications of the construction unit (provide copies of relevant qualification certification documents) ; (III) Laws, regulations, rules, and **standards as well as industry standards that serve as the basis for construction and are to be followed in its implementation ; (IV) Construction quality control status ; (5) Information on construction changes, including any modifications to safety-related facilities during the construction and trial production phases of the construction project.
