Questions about nitrogen sealing?

I’ve seen projects for methanol storage tanks where a nitrogen seal pressure of 1 kPa is used, and a positive pressure of 1750 Pa is set for the vent valve’s exhaust function. So during the material receipt process, the vent valve will operate frequently, right? If the design pressure of my storage tank is 0.5 MPa, can the vent valve be set at a higher value (for example, 10 kPa), so that no ventilation occurs during material loading? (Because if the tank is small, then the difference between high and low liquid levels is only a few times the volume difference; for example, when the liquid level is at its lowest, the nitrogen pressure stays at 1 kPa, and if I don’t allow any gas to escape during the next feeding process, the maximum pressure will be 8 kPa – so there’s no problem for the tank to handle that.) It seems then that neither the self-regulating function of the nitrogen seal valve nor the exhaust system of the breather valve is necessary? ?
