Is it mandatory to have a safety officer in every workshop of a chemical plant?
Do we need one for small workshops too? It’s not exactly a waste, **are there any specific mandatory regulations?**
This is possible; it depends on the actual situation
There is no regulation specifying that this must be standard equipment in the workshop. It is mandatory for enterprises to have them. Large companies with sufficient funds can equip each workshop with one; small companies, however, don’t have the means to do that – one or two safety officers per workshop is about as much as they can afford. There isn’t enough funding to ensure one safety officer for each workshop.

Article 21 of the Work Safety Law: Mines, construction enterprises, road transportation enterprises, and entities that produce, operate, or store hazardous materials shall establish work safety management institutions or appoint full-time work safety managers. For other production and business entities that are not covered by the provisions of the preceding paragraph, those with more than 300 employees shall establish a safety production management organization or appoint full-time safety production managers ； If the number of employees is 300 or less, full-time or part-time safety management personnel must be assigned. Where a production or business operation entity entrusts an institution specified in Article 13 of this Law to provide technical and management services for work safety, the responsibility for ensuring work safety remains with the entity itself.
