What is the procedure for engineering liaison forms?

Hello, everyone from CNOOC. We are the general contractor in charge of a certain project, and the project uses SH3503 as the form for engineering communications. So, regarding the engineering communication forms submitted by the construction unit, what procedures should we follow? Are signatures from the supervisor and the owner required? It would be great if someone could upload a template; thank you all
For engineering liaison notes, first determine what the issue is, then decide who to send them to. After receiving a response, check which units need to sign off on them; once everything has been approved, just archive them
The issues are finalized through signatures by all three parties: the owner, the contractor, and the supervisor. Any changes need to be approved by the design institute before drawings can be prepared for construction
