The BOO agreement for Guizhou’s 2 million tons per year coal-to-oil project was signed. On the morning of February 3, 2018, the signing ceremony for this project, which aims to produce clean fuels from coal at a rate of 2 million tons per year in Bijie, Guizhou, was held in the multi-functional conference room of Guizhou Yufu Energy Development Co., Ltd. in Nayong County, Bijie City. Representatives from the four BOO investors – Aerospace Changzheng Chemical Engineering Co., Ltd., Air Products (China) Investment Co., Ltd., Beijing Wanbonda Environmental Protection Technology Co., Ltd., and China Power Construction Group Guizhou Electric Power Design and Research Institute Co., Ltd. – as well as officials from Guizhou Yufu Energy Development Co., Ltd., attended the signing ceremony. ? At the progress report meeting, Guizhou Yufu Energy Development Co., Ltd. presented its preparations for the project construction from four aspects: project progress, overall operation model, investment and construction approach, and commencement schedule ; The collaborating units, namely Sinochem Synthetic Oil Engineering Co., Ltd., China Southwest Municipal Engineering Design and Research Institute Co., Ltd., the Petroleum and Chemical Industry Planning Institute, and the Guizhou Province Coal Mine Geology Engineering Consulting and Geological Environment Monitoring Center, presented the design results and the progress in preparing relevant plans ; China Aerospace Changzheng Chemical Engineering Co., Ltd., Air Products (China) Investment Co., Ltd., Beijing Wanbonda Environmental Protection Technology Co., Ltd., and China Power Construction Group Guizhou Electric Power Design and Research Institute Co., Ltd., which are involved in this BOO project with a total investment of 17.7 billion yuan, presented the performance of their respective companies as well as their confidence in investing in this project. Zhang Yingwei, deputy director of the Guizhou Provincial Development and Reform Commission and head of the Provincial Energy Bureau, highly praised the results of the preliminary work on the project, and said that efforts should be accelerated to complete the environmental impact assessment and the submission for project approval. The gasification, purification, air separation, boiler-thermal power units, and water treatment systems for this project will be constructed under the BOO model, with a total investment of approximately 17.7 billion yuan. At present, apart from the project environmental impact assessment and the application for project approval, which are pending, all 54 other supporting requirements have been approved. On January 27, Beijing Wanbonda Environmental Protection Technology Co., Ltd. signed the \"Cooperation Agreement on the Water Treatment System for the 2 million tons per year coal-based clean fuel project in Bijie, Guizhou\" and the \"Cooperation Agreement on the Slag Dump and Hazardous Waste Site for the same project\" with Guizhou Yufu Energy Development Co., Ltd. It also signed the \"Cooperation Agreement on the Thermal Power Unit for the 2 million tons per year coal-based clean fuel project in Bijie, Guizhou\" with Guizhou Yufu and China Power Construction Group Guizhou Electric Power Design and Research Institute Co., Ltd. Multiple parties are collaborating to jointly invest in the construction of water treatment systems, solid waste treatment systems, and thermal power plants for the Bijie project. The total value of this contract is 4.8 billion yuan, and the cooperation covers three projects: the water treatment system for the 2 million tons per year coal-based clean fuel project in Bijie, Guizhou ; Solid waste treatment system for the 2 million tons per year coal-based clean fuel project in Bijie, Guizhou ; Thermal power unit of the 2 million tons per year coal-based clean fuel project in Bijie, Guizhou. Project Overview: Project Name: Guizhou Bijie 2 million tons per year coal-based clean fuel demonstration project. Location: Shabao Town, Nayong County, Bijie City, Guizhou Province. Scope of the project: Production of 2 million tons per year of coal-based clean fuel; the main products include 1.3416 million tons per year of gasoline, 700,200 tons per year of diesel, 111,600 tons per year of LPG, and 116,200 tons per year of LNG. The by-products include solid sulfur, sulfuric acid, light alcohols, and heavy alcohols ; It is also accompanied by the construction of storage and transportation facilities, utility systems, auxiliary facilities, and environmental protection systems. Project investment: The total investment in the project is 355,0234 million yuan. Guizhou Yufu is a joint-stock company established in August 2008 by Chongqing Yufu Asset Management Group Co., Ltd., Zhongke Synthetic Oil Technology Co., Ltd., Sichuan Hanwei Xineneng Industrial Co., Ltd., Beijing Saideli Technology Co., Ltd., and Sichuan Shisheng Investment Group Co., Ltd.; it is currently controlled by Sichuan Hanwei Xineneng Industrial Co., Ltd. Guizhou Yufu is specifically responsible for the investment, construction, operation, and management of the Bijie project.
