Notice from the Office of the Ministry of Housing and Urban-Rural Development on Promoting Vocational Training for Professionals at Construction Sites in the Housing and Urban-Rural Development Sector: To the departments of housing and urban-rural development of various provinces and autonomous regions, the housing and urban-rural development (management) commissions of directly-administered municipalities, as well as relevant departments; to the Housing and Urban-Rural Development Bureau of the Xinjiang Production and Construction Corps; and to relevant construction enterprises under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council: In order to implement the \"Guiding Opinions of the Ministry of Housing and Urban-Rural Development on Improving Vocational Training for Professionals at Construction Sites in the Housing and Urban-Rural Development Sector\" (Jian Ren [2019] No. 9), and to standardize the provision of vocational training for professionals at construction sites (hereinafter referred to as professionals at construction sites), the relevant matters are hereby notified as follows: 1. Improve the training system and standardize requirements: Enterprises, vocational colleges, and vocational training institutions (hereinafter collectively referred to as training institutions) shall be responsible for providing training, conducting assessments, and issuing certificates to professionals at construction sites, in accordance with the principle of \"whoever conducts the training is responsible for it\". To ensure the quality of training and promote mutual recognition of training programs across different regions, training institutions should conduct training in accordance with unified vocational standards and standardized curricula. After the training is completed, participants must be assessed using a unified set of test questions. The training management information system for professionals in the housing and urban-rural development sector generates electronic certificates of completion for those who pass the tests, in accordance with unified coding rules (see Attachment 1); these certificates are shown in Attachment 2. Training institutions or individuals who have passed the tests can download and print them as needed. The training certificate serves as proof that professionals on construction sites possess the appropriate level of expertise, and it is recognized throughout the country’s housing and urban-rural development sector. The housing and urban-rural development authorities at all local levels supervise and guide the training institutions that provide vocational training for professionals working at construction sites in their respective areas. In line with the needs of industry development, our department timely organizes the compilation of occupational standards, training curricula, and continuing education outlines, and establishes and updates a national unified question bank for free use by all regions. Provincial housing and urban-rural development authorities that have developed their own question banks may apply, if required, to have those local question banks included in the national unified test question bank as a supplement for training and testing in their respective regions. II. Standardize work processes and improve management levels Provincial housing and urban-rural development authorities shall formulate detailed implementation rules for vocational training of professionals at construction sites in their respective regions, clarify the responsibilities of local housing and urban-rural development authorities at all levels, and provide guidance and supervision over training activities in those regions ； In accordance with the relevant requirements of training institutions (see Annex 3), specific criteria for training institutions in this region are established to guide the subordinate housing and urban-rural development authorities in recruiting and selecting various training institutions that submit application for training, in line with their responsibilities. Qualified training institutions will be listed on the Training Management Information System for Professionals in the housing and urban-rural development sector, allowing enterprises and individuals with such needs to choose them freely. After providing training to professionals at the construction site, the training institution shall submit a test application to the relevant housing and urban-rural development authorities as required. If the requirements for training are met, those authorities will log in to the training management information system for industry practitioners in housing and urban-rural development to select test questions and organize the tests. Local housing and urban-rural development authorities at all levels shall promptly upload training data to the training management information system for practitioners in the housing and urban-rural development sector, to ensure the accuracy and validity of the data. III. Strengthen supervision and guidance to improve training quality Local housing and urban-rural development authorities at all levels should conduct strict reviews of training institutions that apply to offer vocational training for professionals at construction sites, to ensure that such institutions have the capacity to provide vocational training for the relevant positions. It is necessary to strengthen supervision and guidance during the training process, carry out irregular on-site inspections, and focus on supervising, inspecting, identifying, and addressing those training institutions with prominent problems. Actively explore the use of information technologies such as facial recognition, clock-in login, and video surveillance; strengthen supervision and guidance over key aspects of training; and encourage training institutions to make their training information publicly available. Training institutions that engage in improper practices or fraud during training and testing processes should be publicly addressed and ordered to make corrections; those with serious violations should be removed from the list of training institutions, so as to foster a positive environment for vocational education and training in this industry. Training institutions should establish sound training systems, improve management levels, strengthen their teaching staff, refine training courses, and keep records such as attendance sheets, class videos, and photos for future reference. They should also willingly submit themselves to the supervision and management of the housing and urban-rural development authorities in order to ensure the quality and effectiveness of the training. IV. Implement continuing education to meet job requirements In accordance with the general guidelines set by the Ministry of Human Resources and Social Security regarding continuing education for professional and technical personnel, and taking into account the realities of the housing and urban-rural development sector, continuing education is provided to professionals on construction sites in line with the relevant educational frameworks. The aim is to update their knowledge and enable them to apply what they have learned, thereby improving their professional skills and ethical standards and contributing to safer production processes and higher quality of construction work. Starting from the year following the acquisition of the training certificate, professionals on construction sites must participate in a certain number of hours of continuing education each year, and this should be recorded in their individual training records. Those who have accumulated less than 64 class hours over 2 years or have not worked in the relevant position should retake the vocational training for professionals at construction sites. Provincial housing and urban-rural development authorities shall formulate specific measures for continuing education, and carry out supervision and guidance regarding the recognition of study hours. Professional personnel at construction sites can have the hours spent on technical training and academic exchanges organized by enterprises and other training institutions counted as continuing education credits. Credits are awarded for the courses selected from the training resource database for professionals in the housing and urban-rural development sector. Localities are encouraged to explore practical and efficient forms of organizing continuing education, to actively promote the “Internet + training” model, and to provide professionals on construction sites with a variety of channels and types of continuing education resources. V. Conduct pilot training programs to steadily advance the workThe Ministry of Housing and Urban-Rural Development will select representative leading enterprises, vocational schools, and demonstration bases for cultivating construction industry workers to carry out pilot programs on vocational training for professionals at construction sites. The provincial housing and urban-rural development authorities shall, in accordance with the spirit of relevant documents and the requirements of this notice, select representative enterprises, institutions, and other training organizations in their respective regions to carry out pilot projects, and submit the pilot plans as well as the names of the participating training organizations to the Personnel Department of our ministry. Training institutions participating in the pilot program should have the necessary training facilities, continuously strengthen the development of their teaching staff, and increase investment in training. All regions should adhere to the principle of being proactive yet cautious. On the basis of the successes achieved in the pilot projects, they should identify the basic requirements for training institutions and the methods suitable for vocational training, so as to develop experiences that can be replicated and applied elsewhere, thereby advancing the vocational training of professionals at construction sites in a steady manner. Please submit information on the pilot project to our Department of Human Resources in a timely manner. Attachments: 1. The eight key positions in construction enterprises are: construction worker, quality inspector, safety officer, standards officer, material handler, machinery operator, labor supervisor, and document clerk.
A construction supervisor is a professional who, at construction sites for building and municipal projects, is responsible for planning construction activities, managing construction techniques, as well as overseeing aspects such as construction progress, costs, quality, and safety. (1) Participate in the planning of construction organization and management. (2) Participate in formulating management systems. (3) Participate in drawing review and technical approval. (4) Responsible for providing technical instructions to the construction teams. (5) Responsible for organizing surveying and setting out, and participating in technical reviews. (6) Participate in formulating and adjusting the construction schedule and construction resource requirements plan, as well as preparing the construction work plan. (7) Participate in organizing and coordinating work at the construction site, allocate production resources reasonably; implement the work plan. (8) Participate in on-site economic and technical visa, cost control, and cost accounting. (9) Responsible for the dynamic management of the construction layout. (10) Participate in the proactive control of quality, environment, and occupational health and safety. (11) Be responsible for the process control of quality, environment, and occupational health and safety in construction activities, and participate in the quality inspection of concealed works, sub-projects, sections, and entire projects. (12) Participate in investigations into quality, environmental, and occupational health and safety issues, propose corrective measures, and supervise their implementation. (13) Responsible for preparing construction logs, construction records, and other related construction documents. (14) Responsible for compiling, organizing, and transferring construction documents.
A quality inspector is a professional who, at construction and municipal engineering sites, is responsible for tasks such as construction quality planning, process control, inspection, supervision, and acceptance. (1) Participate in the planning of construction quality. (2) Participate in formulating quality management systems. (3) Participate in the procurement of materials and equipment. (4) Responsible for verifying the quality assurance documents of materials and equipment entering the site, and overseeing the sampling and retesting of such materials. (5) Responsible for supervising and tracking construction tests, as well as for reviewing the compliance of measuring instruments. (6) Participate in the review of construction drawings and construction plans. (7) Participate in formulating process quality control measures. (8) Responsible for process quality inspections and on-site supervision of critical and special processes; participates in handover inspections, concealed work acceptance, and technical reviews. (9) Responsible for the quality inspection and evaluation of inspection lots and sub-projects, and participates in the quality inspection and evaluation of sub-structures and complete projects. (10) Participate in formulating preventive and corrective measures for common quality issues. (11) Responsible for overseeing the handling of quality defects. (12) Participate in the investigation, analysis, and handling of quality incidents. (13) Responsible for recording quality inspections and compiling quality documentation. (14) Responsible for compiling, organizing, and transferring quality documents.
A safety officer is a professional who, at construction and municipal engineering sites, is responsible for tasks such as planning, inspecting, and supervising construction safety. (1) Participate in formulating the safety production management plan for construction projects. (2) Participate in establishing the work safety responsibility system. (3) Participate in formulating emergency rescue plans for safety accidents at construction sites. (4) Participate in the safety condition inspection prior to commencement of work. (5) Participate in the safety inspections of construction machinery, temporary power supply, fire protection facilities, etc. (6) Responsible for the compliance review of protective equipment and personal protective gear. (7) Responsible for the safety education and training of operators, as well as the qualification assessment of personnel performing special tasks. (8) Participate in the preparation of special construction plans for sub-projects and tasks with high risks. (9) Participate in the safety technical briefings for construction. (10) Responsible for inspecting construction safety and fire safety as well as identifying potential hazards, and addressing any illegal operations and safety risks. (11) Participate in the environmental supervision and management at the construction site. (12) Participate in organizing emergency rescue drills for safety accidents, and take part in the rescue efforts in such accidents. (13) Participate in the investigation and analysis of safety accidents. (14) Responsible for keeping records of safety production and compiling safety documents. (15) Responsible for compiling, organizing, and transferring safety documents.
A standardizer is a professional who, at construction and municipal engineering sites, is responsible for organizing the implementation of engineering construction standards, overseeing such implementation, and evaluating its effectiveness. (1) Participate in the preparation of the enterprise standard system table. (2) Responsible for determining the engineering construction standards to be applied to project construction, compiling the mandatory provisions of these standards, and providing the valid versions of them. (3) Participate in formulating implementation measures and management systems for quality and safety technical standards. (4) Responsible for organizing the promotion, implementation, and training regarding engineering construction standards. (5) Participate in the review of construction drawings to confirm the validity of the applicable standards. (6) Participate in the preparation of construction organization designs, specialized construction plans, construction quality plans, and occupational health, safety, and environment plans, and verify the effectiveness of the applicable standards. (7) Responsible for explaining the implementation of construction standards. (8) Responsible for tracking and verifying the implementation of standards during the construction process, correcting any deviations from these standards, and submitting major issues to the company’s standardization committee. (9) Participate in investigations of project quality and safety accidents, and analyze issues in the implementation of standards. (10) Responsible for compiling documents confirming the implementation of standards, recording the application of project standards, and conducting evaluations. (11) Responsible for collecting opinions and suggestions regarding engineering construction standards, and submitting them to the Enterprise Standardization Committee. (12) Responsible for information management regarding the implementation of engineering construction standards.
A material officer is a professional who, at construction and municipal engineering sites, is responsible for tasks such as planning, purchasing, inspecting, recording, and accounting for construction materials. (1) Participate in the preparation of material and equipment allocation plans. (2) Participate in establishing management systems for materials and equipment. (3) Responsible for collecting price information on materials and equipment, and participating in the evaluation and selection of supply units. (4) Responsible for the selection of materials and equipment, and involved in the management of procurement contracts. (5) Responsible for the acceptance and sampling re-inspection of materials and equipment entering the site. (6) Responsible for the reception, distribution, and storage management of materials and equipment upon their arrival. (7) Responsible for supervising and inspecting the rational use of materials and equipment. (8) Participate in the recycling and disposal of residual and non-conforming materials and equipment. (9) Responsible for establishing management records for materials and equipment. (10) Responsible for the inventory counting and statistics of materials and equipment. (11) Participate in the cost calculation of materials and equipment. (12) Responsible for preparing materials and equipment documentation. (13) Responsible for compiling, organizing, and transferring materials and equipment documents.
A mechanic is a professional who, at construction and municipal engineering sites, is responsible for planning construction machinery, overseeing its safe use, as well as carrying out cost tracking and accounting. (1) Participate in formulating the usage plan for construction machinery and equipment, and be responsible for developing maintenance plans. (2) Participate in formulating management systems for construction machinery and equipment. (3) Participate in the overall construction layout as well as the procurement or leasing of mechanical equipment. (4) Participate in the review of the qualifications of units responsible for the installation and dismantling of special equipment, as well as emergency rescue plans and specific construction plans for safety incidents. (5) Participate in the safety management and supervision of the installation and dismantling of special equipment. (6) Participate in the inspection, acceptance, and safety technical briefings for construction machinery and equipment, and be responsible for the filing and registration of the use of special equipment. (7) Participate in organizing the education and training of operators of construction machinery and equipment, as well as the verification of their qualification certificates, and establish records for workers engaged in special mechanical operations. (8) Be responsible for supervising and inspecting the use, maintenance, and upkeep of construction machinery and equipment, as well as checking the safe operation of special equipment. (9) Be responsible for implementing safety protection measures and environmental protection measures for construction machinery and equipment. (10) Participate in the investigation, analysis, and handling of accidents involving construction machinery and equipment. (11) Participate in the formulation of quotas for construction machinery and equipment, and be responsible for maintaining the inventory records of such machinery and equipment. (12) Responsible for the statistics, accounting, and approval of expenses related to the routine maintenance of construction machinery and equipment. (13) Participate in the settlement of construction machinery and equipment leasing. (14) Responsible for preparing safety and technical management documents for construction machinery and equipment. (15) Responsible for compiling, organizing, and transferring mechanical equipment documents.
A labor specialist is a professional who, at construction and municipal engineering sites, is responsible for tasks such as labor management planning, screening and training of labor personnel, management of labor contracts and salaries, and handling labor disputes. (1) Participate in formulating labor management plans. (2) Participate in establishing project labor management agencies and formulating labor management systems. (3) Responsible for verifying the qualifications of labor subcontracting teams and handling registration procedures; participating in the signing of labor subcontracting contracts, as well as assessing and evaluating the on-site construction management by these labor teams. (4) Responsible for verifying the identity and qualifications of labor personnel, as well as handling registration and record-keeping. (5) Participate in organizing labor personnel training. (6) Participate in or supervise the signing, amendment, termination, and dissolution of labor contracts for migrant workers, as well as their participation in social insurance. (7) Be responsible for or supervise the entry and exit of labor personnel as well as labor management. (8) Responsible for collecting and organizing labor settlement documents, and participating in the settlement of labor costs. (9) Participate in or supervise the payment of workers’ wages, and be responsible for publicizing these wages as well as maintaining relevant records. (10) Participate in the formulation and implementation of emergency plans for labor disputes. (11) Participate in mediation and the follow-up work related to labor disputes and work-related accidents. (12) Responsible for preparing materials related to the management of labor forces and workers. (13) Responsible for compiling, organizing, and transferring labor management documents.
A data clerk is a professional who, at construction and municipal engineering sites, is responsible for collecting, organizing, storing, archiving, and transferring construction-related information and documents. (1) Participate in formulating the construction documentation management plan. (2) Participate in establishing rules and regulations for construction document management. (3) Responsible for establishing construction document records and conducting briefings on construction documents. (4) Responsible for the collection, review, and organization of construction documents. (5) Responsible for the transmission, tracking, and management of construction documents. (6) Responsible for providing management data and information materials. (8) Responsible for the filing and archiving of construction documents. (9) Be responsible for the sealing and secure confidentiality of construction documents. (10) Responsible for the acceptance and handover of construction documents. (11) Participate in establishing a construction documentation management system. (12) Responsible for the use, maintenance, and management of the construction documentation management system.
However, training and certification have not yet resumed, and it is estimated that it will take some time before that happens
