The “State-owned Land Use Certificate” for the gas station issued by the Land and Resources Bureau ； 4. Land use planning permit ； 5. Construction Project Planning Permit ； 6. Construction project construction permit ； 7. Official design drawings of the gas station ； 8. Construction documents for gas stations ； 9. A fuel supply agreement with the wholesale company for a period of more than three years, along with a copy of the wholesale company’s approval certificate ； 10. Fire protection inspection opinion for construction projects ； 11. Certificate of conformity for oil storage tanks produced by manufacturing enterprises ； 12. Tax authority certification for tax-controlled fuel dispensers ； 13. Professional training certificate or qualification certificate for practitioners ； 14. Color photos of the entire gas station and the oil storage tank area ； 15. Certificate of acceptance for lightning protection devices at gas stations issued by the county meteorological bureau, and lightning protection device inspection reports ； 16. Notice from the County Administration for Industry and Commerce regarding Pre-approval of Gas Station Names ； 17. The environmental protection compliance certificate for gas stations issued by the Environmental Protection Bureau, or the environmental impact report (form). 　　Documents for changing the legal representative of a gas station: 1. Registration form for changing the approval certificate for the operation of refined oil ； 2. Application for change of gas station manager ； 3. Certificate of appointment or removal of the gas station manager ； 4. Copies of ID cards of the new and old supervisors ； 5. Business license (valid period) ； 6. License for the operation of hazardous chemicals. 　　To change the name of a gas station, the following documents are required: 1. “Registration Form for Changes to the Permit for Operating Refined Petroleum Products” ； 2. Original and duplicate copies of the refined oil operation approval certificate ； 3. Notice of Pre-approval of Enterprise Name issued by the administrative department for industry and commerce ； 4. Property ownership documents for oil depots or gas stations and their supporting facilities ； 5. Certificate of appointment and identity document of the new legal representative or person in charge ； 6. In cases of changes such as the leasing and operation of a gas station or adjustments to the partners’ contribution ratios, which result in a change in the legal representative or person in charge of the enterprise, legal documentation such as lease agreements and new contribution agreements must also be provided ； 7. The original refined oil business operators shall go through the procedures for canceling their relevant business licenses, return the original approval certificates for refined oil business operations, and submit the cancellation certificate issued by the industrial and commercial authorities ； 8. New business entities shall submit the corresponding application documents in accordance with the establishment requirements for new refined oil enterprises in order to reapply for the qualification to operate refined oil. (a) Application documents issued by the enterprise. The application documents must include information on the basic situation of the enterprise, an explanation of why it meets the application requirements, details about the gas stations (outlets), and a specific business plan ； 　　(b) Submit the oil supply agreement signed with the refined oil wholesale enterprise that has passed the annual inspection, with a duration of at least 3 years and appropriate to its scale of operations, along with that wholesale enterprise’s (Refined Oil Wholesale Operation Approval Certificate) ； 　　(c) Property ownership documents for gas stations (sites) and their supporting facilities, as well as approval certificates from relevant departments and documents confirming successful inspection: the gas station (site) land use certificate (issued by the land and resources department) or documents confirming approval for land use ； The planning department issues the “Land Use Planning Permit” and “Construction Project Planning Permit” for gas stations (sites) ； The construction department issues a \"Construction Permit\" for gas stations (outlets); this permit is not required for projects with an investment of less than 300,000 yuan or a building area of less than 300 square meters ； The Fire Department’s ‘Fire Safety Inspection Report for Construction Projects’ issued for gas stations (outlets) ； The environmental protection approval document for the compliance of gas stations (outlets) issued by the environmental protection authorities, or the environmental impact report (form) ； The ‘Lightning Protection Installation Acceptance Certificate’ issued by the meteorological authorities for gas stations (sites), or the lightning protection installation inspection report ； The \"Certification of Calibration\" issued by the quality and technical supervision department, confirming that the fuel dispenser is of qualified calibration ； Materials for the completion acceptance of gas station construction ； 　　9. Qualification certificates for professional technicians in areas such as refined oil inspection, metrology, fire safety, and work safety ； 　　10. The “License for the Operation of Hazardous Chemicals” issued by the safety supervision authority. 　　Materials required for changing the rental location: 1. Application documents for changing the county/city ； 2. “Registration Form for Changes to the Permitted Certificate for the Operation of Refined Oil Products” ； 3. The original site’s “Application Form for Temporary Suspension or Cancellation of Operations by Finished Oil Trading Enterprises” ； 4. Documents from the industrial and commercial department for canceling the old station ； 5. Prior approval for the new station name by the industrial and commercial authorities ； 6. Lease Contract ； 7. Copies of ID cards of the new and old legal representatives ； 8. Land use certificate ； 9. The latest business compliance certificates from relevant departments such as industry and commerce, meteorology, fire protection, and hazardous materials management issued by the original site. 　　The above documents are available in three copies; please bring the original.
