All 42 impoverished counties (cities, districts) have been removed from the list of poor areas; 539,000 people registered as poor were helped to emerge out of poverty one year ahead of schedule. The targets of doubling the regional GDP and per capita income of urban and rural residents by 2010 were achieved one year earlier, enabling people of all ethnic groups to enjoy a better standard of living. Promote the development of an intercity rapid transit network; construct the Xining-Qinghai Lake-Chaka (Tsagannoor) railway. 　　39. Build a comprehensive three-dimensional transportation network.
