Generally, the design of new projects is entrusted to design institutes, while the construction is carried out by construction companies; But based on what the original poster said, it doesn’t seem like it’s an outsourced task; if the design and construction are done in-house, it depends on the company’s internal structure. If the company has its own design department, it’s better to let that department handle the design work. If there is no such department, then each specialty must carry out the design work on its own. There are also many different units responsible for the design and construction of those three aspects mentioned above.
If the public service center is constructed under a general contract, the general contractor shall be responsible; If civil work and installation are contracted separately, the installation contractor is responsible (subject to the scope of the installation contract).
