Should PSSR be organized by the production technology department or by the safety department?

Recently, the company has started to adopt DuPont’s safety management systems, and this coincides with a major maintenance period during which PSSR procedures need to be carried out. I’m not sure how much everyone knows about PSSR – should this initiative be organized by the production and technology department or by the safety department?
It is recommended that personnel from mechanical and electrical engineering, process engineering, and safety departments form a PSSR team~~
