What is the purpose of adding a dual-valve drain?

Dear sea friends, I wonder how your units manage on-site drainage? Our company requires that high-pressure drain lines at the site be equipped with double valves or blind flanges for sealing. The installation has been in use for almost ten years now, and some of these drain lines have hardly ever been switched on or off – is it really necessary to install double valves or blind flanges? What’s the point? Please feel free to share your opinions – how does your organization manage things?
This situation exists. Most of our devices are single-valve, with a small number being double-valve or dead-ended; the exact reason for this is not very clear.
These auxiliary drains are either not in use or have never had their switches activated; they are used during debugging and for warming the pipes, and are no longer necessary once normal operation begins. Therefore, it is necessary to install double valves or blind flanges to prevent leaks.
Whether the drain is in use or not, it must be covered with a plug, a pipe cap, or a blind flange!
It depends on the level of risk; if it’s quite dangerous, it’s better to install a blind flange. The valve may leak or be forced open, for example when scaffolding is set up.
