During the operation of the liquid chlorine tank area, it is required that at least one of the largest storage tanks be left empty as a backup. Originally, maintaining a proper balance of chlorine and alkali, along with having extra storage tanks, wasn’t a problem in normal circumstances. It’s possible that, due to temporary adjustments in the upstream and downstream processes, there might be a short-term increase in inventory levels. In such cases, using a backup storage tank can help resolve the issue, but the safety management department firmly objects to this approach

There are also technical requirements for the safe use of liquid chlorine, as well as safety regulations for chlorine gas; backups are not mentioned in them
Many companies are implementing this, and there’s nothing wrong with following it
Having a backup is for safety and emergency purposes; of course, there’s no problem with that. But whether failing to do so would be a problem isn’t necessarily true either
A spare tank should be a storage space reserved to facilitate transfer of liquid in the event of an accident with another tank. If all tanks are full, it may be impossible to carry out such transfers in case there is a leak in the valves at the base of those tanks. Not everything necessarily needs to be governed by regulations and standards
