What does \"random job assignment\" mean?

Today I came across a question: What type of violation do leaving one’s post, moving to another person’s post, occupying an inappropriate post, and sleeping at work fall under? Everyone else knows what it means to have jobs in random positions, right?
Is it interfering with the normal work of operators in other positions?
