How does the maintenance department establish an assessment system

Is there any expert in maintenance who can give some advice? I work in the maintenance department and am responsible for developing assessment methods for the department. There are the following issues: 1. The maintenance department has multiple specialties, and each specialty focuses on different aspects ； 2. How to assess engineers and regular staff ； 3. In addition to maintenance work, the department has many other miscellaneous tasks; how should these be evaluated?
