As the title indicates, the new project represents a technological upgrade of atmospheric pressure fixed-bed batch gasification. The following issue arose during the project registration process: First, the existing plants use a combined ammonia and alcohol production process; the new project is named “Ammonia and Alcohol,” but is it feasible to produce ammonia without also producing alcohol? Second: What are the definitions for the nature of construction of new projects – is it new construction, renovation, or expansion?

New construction generally takes place on new plots of land or designated areas； Renovation: Technical upgrades or updates to existing facilities ； Expansion refers to the construction of additional production workshops, branch plants, independent production lines, and similar facilities within a factory or at other locations, in order to increase the production capacity of existing products or to add the capability to produce new products
Article 42: The term \"new projects\" as used in these measures refers to projects that fall under one of the following circumstances: (1) Newly established enterprises constructing hazardous chemical production and storage installations (facilities), or existing enterprises constructing hazardous chemical production and storage installations (facilities) that are different from those used for their current production and storage activities； (II) Newly established enterprises that construct chemical production plants (facilities) that generate hazardous chemicals, or existing enterprises that construct such chemical production plants (facilities) that generate hazardous chemicals for purposes different from their current production activities. Article 43: The term \"renovation project\" as used in these measures refers to projects that fall under one of the following circumstances: (1) A company upgrades the technology, processes, main equipment (facilities), and types of hazardous chemicals in existing hazardous chemical production and storage installations (facilities) at their original location ； (II) Enterprises upgrading the technology, processes, and main equipment (facilities) at the original site of chemical production units (facilities) that are in operation and generate hazardous chemicals. Article 44: The expansion projects referred to in these measures are those that fall under one of the following circumstances: (1) Projects in which an enterprise constructs facilities for producing or storing hazardous chemicals using existing technologies, processes, and main equipment (facilities), but with relatively independent production and storage facilities ； (II) Enterprises whose construction uses the same existing technologies, processes, and main equipment (facilities), but whose production facilities are relatively independent and involve the generation of hazardous chemicals.
I’m not sure if the original poster has clarified their question; P. As for the original poster’s first question, according to the definitions provided by friends, it seems to fall under the category of renovation projects, so there should be no issue with using the previous name
Also, the process for project registration is simple these days; as long as it gets approved, that’s enough
