Sampling at the company entrance

Hello, colleagues. Are there any laws or regulations that prohibit companies from taking samples from their delivery vehicles at the company entrance, especially those carrying raw materials entering the facility? How do you all conduct sampling? If sampling is carried out inside the company premises, vehicles will gather there while waiting for the test results; just two or three cars arriving at once can cause traffic problems. It depends on what your company requires
There are no legal requirements specifying where samples of raw materials entering the factory should be taken. Sampling is usually carried out before the raw materials are put into the tank (before the solid raw materials are unloaded). Sampling can be done either by random sampling or by inspecting each load; sampling and loading into the tank can take place simultaneously. In case of quality issues, they can be resolved through commercial channels. However, if the raw material testing shows a deviation beyond the range specified in the contract, return is also one of the solutions.

How to sample is determined by the company’s own policies, including the methods of processing, etc. As for whether sampling is allowed outside the company’s premises, it likely depends on the regulatory authorities in that area. In the case of industrial parks, many park management authorities prohibit vehicles from parking randomly, especially those carrying hazardous materials. Parks usually provide parking lots for vehicles that need to be parked there. In addition to the park management authorities, road administration and traffic control agencies also prevent illegal parking on roads.

The raw materials entering our factory are sampled outside the factory; once they pass the inspection, they are brought in for unloading. The road in front of the factory gate is not a main road, so there are few vehicles from the outside. At its peak, there are around a hundred tank trucks loading and unloading materials each day. There isn’t a large enough parking area on site, so they all park on both sides of the road waiting for instructions to load or unload. No **department has stepped in to prevent parking by the roadside for sampling. But the urban management authorities do not allow stalls to be set up here for business.
Under normal circumstances, it is not allowed for vehicles to park and gather outside the factory (refer to the requirements set out for certain accidents). Our process for sampling is as follows: Vehicles entering the factory must make an advance reservation and enter in batches; if there are conflicts, they can be parked in the temporary parking area. After weighing, it proceeds to the receiving area for sampling; once it passes the inspection, it is connected to the pipelines for feeding.
Strictly in accordance with the regulations, off-site sampling is definitely not allowed. How is sampling collected? Could there be issues related to safety and environmental protection? Sampling must definitely be carried out on-site!
